JUDGES FEEL THAT CENTRAL
JURY SYSTEM IS GOOD MOVE
At Conference Wednesday Movement Was Dis
cussed and Proposal Will Be Submitted to the
Bar Association.
The first steps In the movement inau
gurated by County Judge W. H. Ward to
secure the establishment of a central
Jury system for the courts of Harris
county ware taken at a conference held
In the county court at law room Wednes
day afternoon. The movement will be
submitted?! to the Harris County Bar as
soclatlon at Its next meeting for Its ap
proval. In the meantime an investiga-
tion will be conducted into the matter
with the idea of working out the de-
toils. That the auestion has already been un
dertaken by several other counties In the
State was announced at the conference
In fact advocates of the movement in one
of these counties Dallas have already
prepared a measure to be enacted by the
next session of the legislature In order
to look into the merits of this measure
the conference was held open subject to
call at a future date. . .
According to all present a stuay or tne
uation has brouamt tne assurance mat
thar are no constitutional provisions
standing in the way of the adoption of
the central jury system ana eacn un
concurred in the advantages that wouid
be gained by the method it was suite
that even in the event legislation coulu
not be secured it might be possible to
work out a system without changing tl.e
present statutes.
ONLY ONE JUDGE
WAS ABSENT.
An of the Judges Invited to attend the
conference were present with the excep-
tion Of Judge William Masterson of the
Fifty-fifth dlstrlot court who was pre-
vented from ' attending on account of Hi
health. Those who attended were DIb-
trlct Judges Charles E. Ashe. John A.
Read. C. W. Robinson. County Judge W.
H. Ward and Judsre Clark C. Wren of the
county court at law who Issued the call.
Besides these juage cioen nooeria in
the eoi-Daration court. District Attorney
John H. Crooker District Clerk O. It
Ducjos. C. R Taylor and. several court
attaches were on hand.
Judsre Wren was selected as chairman
and stated the purpose of the conference
as follows: "I have Invited you gentle-
men to make use of my court room to
meat and look Into the auestion of the
adoption of a central Jury system as ad-
vocated by County Judxe Ward la t it-
cent report made by him to the com-
missioners court and if necessary and
noaaihla to recommend to the legislature
a ohange In the present method of fu-
nlsning jurors ueruiniy in my opinion
tha nraaant svstem is cumbersome and
expensive. If we could obtain a central
Jury system there seems to be no ques-
tion but that it would save the county
and the taxpayers a large sum of
money.
JUDGE WARD GAVE
DETAILED STATEMENT.
Judge Ward who was called on as
having first suggested the matter gavo a
detailed statement showing the amount
expended for juries last year the numbei
ot Juries used in each of the civil couits
and ths average number of Jurors sum
moned and required eacn day. ine iik-
urea were obtained by him from the va-
rious courts and compiled into a com-
prehensive statement He said:
"The suggestion of a central Jury sys-
tem which I Included In my report to
the county commissioners was based
upon aa Investigation made oy me aim
kHuiai of the fact that some definite
action was about to be taken by some of
the larger counties in tne mate as a
matter of fact Dallas county has already
prepared a bill a copy of which 1 have
uet received it occurro w mm mai w
:laea the county on a strictly saving
basis we could cut down to a large ux
tent on the juries t'nless we cut down
on some expenses it wll become neocd-
sary for tha county to cut out entirety
some of tha present county Institutions
which It is maintaining. A suitable law
au be passed to apply to a given popu-
lation and this would not be a special
law." Judge Ward then went into d'j-
titil to show the operation ot the system.
Judgs Read stated mat upon looaiiuc
Into the matter he was of ths opinion
that the leglslatare Is unfettered in lbs
fiaaaaa-e of a general law as to the sum-
rtorilsg and empaneling ui jurie. u
might be proper" stated Jadge Read
"tor each court to summon a certain
number of Jurors to be sent to a ceouvl
body and resort te be had te the central
fdy sy any court wnen jurors werv
needed. "
Judce Wren sussested that ths law
could be so framed as to permit the Judge
tha sheriff and the district clerk to drsw
a total number of Jurors from the Jury
Wheel and uien tne snenri to summon
the number of men required for the trial
of gf case the same method to be pur-
sued for the trial of the succeeding cases.
METHOD IS USED
IN OTHER STATES.
C. H. Taylor gave an illustration of
how the method worked out in other cities
where it was need notably in Cleveland
O. where it had ths effect of bringing
the docket of cases in five years time
from two years to within six months of
the date of trial.
Judge Robinson declared that he did not
believe the central jury system could be
made to apply to the criminal district
court stating that at present there are
three or four and often many felony
cases tried within a single day which re-
quire a number of jurors to drtw from.
He stated that the proposition could be
used in the civil courts and explained
how one method could be worked out
without any change in the present law.
in .order to proceed in the matter and
take'whatever steps might be necessary.
Judge Ashe suggested that each of the
Judges be furnished with a copy of the
proposed measure from Dallas and that
it be looked into and be referred to a
number of able members of the bar for
inveatigstion and report because of the
fact that the Judges will not have suffi-
cient opportunity to go Into the matter
thoroughly. This was decided upon
