W. J. Johnson attorney Tuesday
aftornoon presented a petition carrying

.council asking that a bond Issue for

the purpose of Improving Vlcka Park and
establishing there a permanent exposition.
It la known that some of the city offi-
cial would prefer that the exposition be
placed In Bam Houston Park' since It
would -be an easy matter to Increase the

It was claimed that application for the
permit wa mad before the ordinance
waa paaaed by tha council which forbid
tha repair of uch a building following
damage by fire. It was also claimed
that the building inspector on the day
the ordinance waa paaaed went over the
building with an agent of th owner and
agreed that the permit would be teeued.
On the strength of this agreement the
contract waa let by the owner for the re-
pair. After the paaaag of th ordinance
the Inspector refused to lasu. th permit.
' The owner had dosed a leas with
Mike Genera with the understanding that
th building ahould be repaired at once.
It waa claimed that -all requirement ef
the the exlatlng law had been compiled
