The advance in the markets Monday
was general all future months touching
new high records for the season and spot
prices going higher than they have been
since the reopening of the exchanges in
November. Closing prices in New York
fatuwwere-iS te 34 points up and in
New Orleans 32 to 34 points up and the
last prices were practically the highest
of the day. May contracts In New York
sold up to 8.M or 88.25 per bale above
the low level of last month. Distant
months sold well above the I cent level
and the boards at the cotton exchange
recorded more "figure 9s" In the quota-
tion Hats than for many months. The
highest price of the day was on Decem-
ber in New York which closed at 9.43.
FIRM SPOT MARKET
IN THE SOUTH.
Numerous bullish Influences were held
responsible for the big advance. Chief
among these was the firm and rising
spot markets in the South where it is
said distress cotton has disappeared and
where the farmers are demanding higher
prices for the bulk of the crop. Liver
pool cables were better than due by far
futures closing on that side 12 to 11 1-2
points up and spots being 8 points up
with middling quoted at even Sd. Heavy
calling of cotton by the English spinners
and reported improvement in the demand
lor cloth were favorable factors from the
foreign side. On this side of the water
Western buyers entered the market and
bought freely for investment while
shorts covered and aold out longs thought
it an opportunity to ouy again. Heavy
buying was also reported by houses with
Important German connections.
EXPORTS ARE NEARLY
FOUR MILLION MARK.
Added to these was the fact of the big
exports the three million bale mark hav-
ing been passed with good prospects of
passing the four million mark at an early
date. Exports in December lacked Only
a few thousand bales of being normal.
Exports from Galveston Monday were
about 640(0 bales and late reports says
there are 126.000 bales more at Texas
City being loaded as rapidly as the boats
can fake it. About SO boats are sched
uled to leave Galveston with cotton car-
goes in January and February.
The improvement In the general situa
tion more active demand from domestic
spinners who have been buying more
liberally of raw cotton in the belief that
bottom prices have been touched and the
sales of seats on the New York cotton
exchange at advanced prices were favor
able to the advance.

REVISE COLLUSION BILL.
Senator Bailey of Harris has withdrawn
his bill to prevent collusion between
landlords and tenants to the prejudice of
other creditors from consideration in or
der to make changes to meet tho ob
jections of some of his constituents.
One of the ghastly bills that will come
out of the house hopper proposes to regu-
late undertakers in their charges gainst
the estates of decedents for funeral ex-
enses. Representative Mcrarland of
rawster will offer the bill and ha sajra
it Is for the purpose of checking graft
by undertakers wno take advantage or the
grief and sentiment of their victims to
run up unreasonable Dills lie proposes

case wheer the charge is to bo made

DRASTIC REGULATION
OF PAWNBROKERS WANTED.
Another bill to be offered by McFarland
relates to pawnbrokers requires that they
give ond submit to monthly inspection
of their books by the county attorney
limits the rate of Interest they may
harge to the maximum legal rate of 12
per cent plus one dollar on every loan
for recording etc. Mr. McFarland saya
loans average not. more than $20 each and
the addition of the dollar fee gives the
are contained In the bill relating to sales
of unreedeemed pledges and the disposi
tion or the ronas.

APPOINTMENTS MADE.'
Besides the formal declaration of the
election of Mr. Ferguson and Mr. Hobby
the events of the day In the house were
the announcement of the committee ap
pointments by Speaker Woods and the in

resolutions providing for constitutional
amendments.
Out of the 48 chalrmenshlps awarded
only four went to antl-prohlbltionlsts and
of these four two were opposing candidates
of Speaker Woods In the speakership race
one voted for Woods for speaker. Wil-
liams was made chairman on criminal
Jurisprudence and Savage chairman con-
tingent expenses. There was no room for
questioning that the house will be en-
tirely In the hands of the prohibitionists
so far as the control of committees goes.
As for the question of prohibition Itself
the committee on the 'liquor traffic will
be headed by Ice B. Reeves with 11 other
prohibitionists to five ant la.

ple constitutional amendments changing

Senator Burmeieter senator Mcuregor
and others. The result was that it was
decided that a fight will be made airalnei

It had been proposed to make the repeal
of the poll tax qualification for voting
part of the resolution but the proponents
of suffrage desire that it should go before
the people on its merits.

ing for a constitutional amendment re-
pealing the poll tax qualification will be

dell and MeKnlght prohibits the killing
of birds with automatic repeating fire-
arms of any kind. This ls identical with
a bill presented to the Thirty-third legis-
lature. Another bill Introduced today permits
the hunting of deer In season on all en-
closed tracts of land over 2000 acres in
area and Stephens of Upshur Introduced
a bill "by request" which prohibits the
trapping of all fur animals at a greater
distance than 100 yards from buildings
and outhouses. This bill also forbids the
shooting of fox.
Austin Is making great preparation for
the Inauguration of Governor Ferguson
tomorrow noon and the inaugural ball
which will bo held at the capltol In the
evening. Prominent people from all over
the State are beginning to arrive tonight
for tha festivities and a most brilliant
affair la expected.

election to be sworn In. He took the
oath or office today it being administered
by Associate Justice Nelson Phillips. Mr.
Edwards has served one elective term as
State treasurer and the unexpired term
of Sam Sparks. He today entered upon
his second elective term.
Mr. Edwards reappointed his entire
