The port differential giving Mon-

north Atlantic porta an advantage
In rates over tbe South Atlantic and
gulf together with the preferentiul
rail rate which apply to those porta
free the Interior give them aa arti-
ficial advantage which nothing on
earth caa overcome he declared.
Equal rail and water rate to deeti-
nation through all porta will open to
the South and gulf the great Middle
Weat which la now a feeder for the
North Atlantic and until that la ac-
eoapliaked the Southern porta will
not reach their full dvlopant. nor
will the business interests of the
country have any aasurance ef relief
in times of congestion at the favored
norts.
That the South Atlantic and gulf
ar not th only sufferers from taa
present situation was shown by Frank
B. Davis of Boeton. who declared tbat
ahtODini board operation and confer
ence-msda differentials had reduced
Boston from the second areateat nort
to a port of call despite the fsct that
it had soma of tbe heat fadlitiea in
the world. Mr. Davta declared that
the preferential rail ratea to Balti-
more and Norfolk as against Boston
had caused this condition and urged
that the shipping board equalise the
situation by allowing Boeton and the
New England ports lower frelgit
rates than others in the aorta Atiao
tic ranee.
