WASHIXOTOX. Xov. 28 Exten-
sion of public forest merribershlp in
areas where special national responsi-
bility is involved and the removal of
the hazards and handicaps attending
private timber growing will be the
outstanding recommendations of the
sfnnte reforestation committee. The
report of the committee based on in-
formation obtained in a series of
hearing over the country is now in
course of preparation and will be
ready for the senate within a few
weeks.
Recommendations regarding the ex-
tension of public forest ownership
probably will include:
Indorsement of State and municipal
forests.
Would Protect Streams.
Completion of purchases contem-
plated by the Weeks law for the pro-
tection of navigable streams-
F.nlargement of federal purchase
policy to include denuded ureas in
Eastern regions where the principal
bodies of such land occur these pur-
chases to be made within the water-
I sheds or navigable streams but with
I a view to tfmber production as one of
I their primary objects.
Authorization to accept deeds or
I grants of land suitable for national
I forests. 1
Incorporation in national forests of
unreserved public lands and portions
of military reservations valuable
chiefly for the production of timber
or protection of water sources.
These -probably will be among the
proposals for the encouragement of
commercial reforestation:
Extension of federal aid In fire pro
tection in co-operation with States
and private owners of forest land to
an ultimate maximum representing
about one-fourth of the cost and to
be safeguarded by federal supervision.
Comprehensive federal investigation
of forest taxation and co-operation
with States in devising tax laws and
methods favorable to reforestation.
Federal co-operation with the
States in educalional activities seek-
ing the encouragement of timber
growing by farmers and other own-
ers of suitable land
Liberal federal provision for the
study of destructive forest insects and
tree dn -eases and for aiding local
agencies in their control.
Liberal federal provision for re
search to promote timber growing and
economy in the use of timber
The committee is expected to rec-
ommend an appropriation of $1000-
OOO annually to aid in fighting forest
insects and diseases and to urge in-
creases in appropriations for fight-
ing forest fires.

of the 22 defendants charged with
violations of a federal law ire the theft
saje and transportation of interstate
commerce of stolen automobiles was
given to the jury in federal district
court here late today.

the nine days of the trial consumed
the entire day.

ance was obtained by the government
in the cases against Frank "Red"
Rohrschieb. Marvin F. Higgins. J. R.
Thompson. Jne Wells. Jim Weill. Al-
fred Well.. Ted Mitchell. Harry Gray
and Joe Colvln. reducing the number
of defendants to 20.
After the ejeverence of the defend-
ants the trial Jndge authorised an ac-
quittal in the charges against Hamp
1 .wis. Ixiuia Primm A. II Colvin and
Moore Wells
All of the defendants are from Union
county. Arkansas a majority of them
being residents of El Dorado.
Browning Takes Stand
In Trial for Murder
Associated Prese Report.
SALT LAKE CITY. Nov. 28. John
Browning Jr. who with hi. cousin
Marriner Browning are standing trial
for the slaying of Benjamin K. Bal-
lantyne. John Browning's brother-in-law
took the stand in his own behalf
late this afternoon and testified con-
cerning tii own history and relations
with Ballantyne. In discussing bis
affiliations with his slain brother-in-law.
John Browning said that he and
Ballantyne had been cordial and that
never until just a few days before the
fatal shooting had Ballantyne ever
been abtisive to him.
The first intimation of any trouble
between the Ballantynea came ac-
cording to Browning about a yeer af-
ter their marriage when Mrs. Ballan-
tyne appealed to her father. John M.
Browning the inventor for $2.V)
Mrs. Ballantyne after being question-
ed by her father concerning her ner-
vousness said that Ballantyne had
threatened to kill himself if the mon-
ey was not forthcoming Browning
testified.
Engineering Survey in
San Luis Valley Ordered
Associated Press Report.
WASHINGTON Nov. 28 An en-
gineering survey of the Ban Luis val-
ley of Colorado was anthoriced today
by Secretary Work to determine the
quantity of water being used in the
irrigation of 370.000 acrei of land
and what amount can be saved by con-
structing a large trunk drain in the
valley. A fund of $."i000 waa allotted
to begin the work.
The proposed drain would reclaim
thousands of acres of land now water
logged for cultivation. Tbe aurvey
is expected to furnish data which will
expedite an early agreement between
Colorado. New Mexico and Teiaa over
the division of water right on the
Rio Grande.
