of which has a diameter of 12 Inches
or 12 feet but the amount of water
which would go through this funnel
is determined entierly by the sise of
the outlet Just as much water would
go through a funnel with a bowl with
a 12 Inch diameter and a 1-2 Inch out-
let as would go through a funnel
with a 12 foot bowl ana a 1-2 inch
outlet
The more than 1000000 acres of
lands in Harris county represent the
big bowl of a funnel. The number of
shallow crooked drift-choked creeks
and .bayou a represent the outlets of
thin funnel. Nn matter how manv
small drainage districts may be laidl
out on the upper stretches of tiese
creex gv snd bayous only about so
much water per day can be discharged
at their mouth.
Speed It Needed.
The surplus water which falls on
our soils must be removed quickly. If
it stands 24 hours or longer particu-
larly during the growing season of
the crops the results are disastrous.
As a basis for any kind of efficient
drainage our first thought must be
to canalize the existing natural water
courses. They must be straightened
and deepened and widened to a size
which will enable them to carry all
the water from the watershed belong-
ing to it within 24 hour after the
rain ceases. This deepening and wid-
ening should start at tide water and
proceed up stream to the county line.
. or so far as engineers may find it
' needful to do. There are sections of
the county where there are no natural
waterways of any consequence awl
canals must be provided for carrying
the water from these sections. ben
these main canals have been con-
structed smaller canals and lateral
ditches should radiate out from them
so that they will be available to every
tract of land in the county from emp-
tying the water which falls on the
lands.
Your Agricultural committee has
gone rather fully into the local situa-
tion and has conferred with drainage
engineers; (and just here the com-
mittee wants to insist that ail drain-
age information should be secured
from drainage engineers. A man may
stand high as a civil engineer and yet
be an indifferent drainage engineer.)
We have come to the conclusion that
the only practical method of handling
the drainage situation in Harris coun-
ty is to convert the county into a
drainage district as it has been con-
verted into a road district and a nav-
igation district.
There are three or more strong
reasons which urge us to this conclu-
sion. NThe first is: that Harris county
ran handle it's drainage affairs with
less cooperation from adjoining coun-
ties than any other county in this
section. With tne exception or SpongO
creek on the north Clear creek on th
south and the San Jacinto river
which traverses the county or so
near the line of the county that the
effect is practically the tame. We are
not dependent "upon any other county
for right of way for canals to empty
this surplus water into the bay. We
have a large area of land varying in
character and quality and the drain-
age of the county must be considered
from the standpoint of the whole in-
stead of by piece-meal.
Another reason is: that the present
value n f farm lands alone would not
be sufficient basis for a bond issue
necessary to do this work. We must
include in this drainage district all of
the taxable values of the county.
Still another reason is' that if the
county was subdivided into districts.

trict from any farther issue of bonds
for any purpose whatever. A recent
case for instance is that of drainage
district No. 1. located in and around
Allef. The people of that section de
sired to carry an additional $100000
bond issue to improve their drainage
conditions. It was found that this
district did not have an additional
bonding capacity of $100000 and that
if it should issue bonds up to th
limit of Us capacity then no county
bonds could be issued for road 'con
struction bridge building ship channel
facilities or any other public lm
nrovement of this character.
Our present drainage laws are very
crude and very faulty; but little If
any change has been made in them
since the adoption of the amendment
to the constitution a number of years
sgo. Laws relating to levee districts
and irrigation projects have been pret-
ty thoroughly revised since the consti
tutional amendment was adopted but
this is not true of the laws relating
to drainage proper. Before any actual
work man be done upon the drainage
project it will be necessary to secure
a revision of the drainage laws.
Under the old law adopted at a
time when a drainage district was a
subdivision of the county the pro
posed drainage district must put up
law to cover tne expense oi a pre
liminary survey and the calling of ai
election. Just why the sum of $200
should have been adopted at the
amount to be deposited Is difficult to
sav. for this amount would be entirely
inadequate to make a real survey of
even a local district
Expense It Heavy
As a matter of fact but few. If any
of the existing districts furniqhed this
$200. It was usually dene by an
engineer who promoted this organlza
tion of the local drainage district and
who expected for this reason to be
employed by the district as ita en
gineer. Under our laws there is no
way in which the expense of a prelim
inary survey of the county can be
paid. While our committee believes
that drainage engineers might be able
to so make use of the topographic
survey which the county baa had
made as to materially reduce the cost
of the preliminary survey butp-there
must of necessity be considerable ex-
pense attached to a survey that is
worth while. We need an amendment
to our drainage laws which will permit
the commissioners court to assume the
cost of such preliminary survey. No
matter how friendly the commission
ers may be individually and eoliee
ively to the idea of drainage they
have only such powers and privileges
as are delegated to them by specific
laws.
When the cost of efficient drainage
shall have been determined by this
nreliminarv survev. the matter of ere.
sting a drainage district co-extentlve
with the county together with a bond
issue of sufficient sue to do the neces
sary work and to refund the out'
standing bonds of the local drainage
districts should be submitted to all
the people of the county at an elec-
tion. It is very probable that this will
require another amendment to. our
drainage laws. There seems to be a
difference of opinion among the law

missioners for a county-wide district
should be chosen. The only . purpose
Which the committee had in its sug-
gestion was to get this important mat-
ter s far removed from politics as
possible. Your committee does not
especially insist upon any method of
selecting the drainage commissioners
but does insist that they shall be good
business men of high character and
undeniable integrity. This is a problem
as important and as large as that of
our navigation district and should
have at the head of it men of the
same class as those which bead our
navigation district.
