IN 1948, HARRY TRUMAN RESTRUCTURED OUR FOREIGN POLICY
TO CONTAIN COMMUNISM. TWENTY-EIGHT YEARS LATER, WE ARE
BEGINNING TO REVALUE THAT POLICY AND DEVELOP A NEW ONE THAT
TAKES INTO ACCOUNT THE FACT THAT THE WORLD IS NO LONGER BI-POLAR
BUT MULTI-CENTERED.
IN THE EARLY 1960's JOHN KENNEDY AND LYNDON JOHNSON
COMMITTED THE FEDERAL GOVERNMENT TO FINDING A RESOLUTION TO THE
PROBLEM OF RACIAL INEQUALITY.
NOw, WE ARE AT A NEW JUNCTURE. THE FUTURE HANGS IN BALANCE.
WE MUST WEIGH OUR HOPES AGAINST OUR FEARS; OUR EXPECTATIONS OF
THE FUTURE AGAINST OUR MEMORY OF THE PAST.
WE MUST DEFINE A NEW GOVERNING PHILOSOPHY THAT WILL NOT
ONLY BE THE BASIC PRINCIPLE FOR GOVERNING OUR NATION FOR THE
NEXT FOUR YEARS, BUT FOR THE NEXT DECADE. WE MUST DEFINE THIS
PHILOSOPHY AT A TIME WHEN MILLIONS OF AMERICANS BELIEVE THAT
WASHINGTON AND ALL IT REPRESENTS IS SOMEHOW DISCONNECTED AND
AT ODDS WITH THEIR ASPIRATIONS. THEY DO NOT UNDERSTAND WHY THEIR
DREAMS ARE BRACKETED BY BUDGET NOTATIONS. THEY DO NOT
UNDERSTAND WHAT IS HAPPENING TO AMERICA. THEY SENSE THAT THE
TIME IS RIPE FOR FUNDAMENTAL CHANGE YET THE PRESENT J4i
LEADERS ARE UNABLE TO DEFINE WHAT THAT CHANGE WILL BE AND HOW
TO GO ABOUT IT. MEN WHO MAKE NO MUSIC AND HAVE NO
DREAMS. THE PEOPLE IN FRUSTRATION TURN AWAY. WASHINGTON 4
