pointed at the present term of your
honorable court have the honor to
make this onr final roport
Out of a total ot fortysix eases
brought before us for investigation
nineteen were for violation of the
customs laws one for violation of
internal revenue laws six for viola-
tion of neutrality laws between
this country and Mexico two for
theft of government property two
for perjury three for violation of
postal laws one for personating an
officer eight for crime against tho
election franchise and four for re-
sisting United States officers in tha
discharge of duty
Out of this total of fortysix
cases we have found seven true
bills distributed as follows five
for violation of customs laws one
lor theft ef government property
and one for crime against tho clec
tion frHUchise
We find considerable decrease
in offenses against the enstoms laws
by petty offenders especially at
this port but few caBes of a trivial
natuie have come before us
We hiivc carefully investigated
all cases of alluged violations of
the neutrality laws and from nil
the evidence attainable we believe
that the reports as to the late re
volnlionnry movement to have been
greatly exaggerated
The administration of various
ptotiices in this judicial district
we find to be uniformly satisfactory
The custom house administration
we also find generally satisfactory
but regret to statu that in at least
one case the want of sound discre-
tion has caused unnecessary hard-
ships to he worked on an owuerof
stock for having dared to follow his
stolen and smuggled property from
Mexico into tho interior of this
state The owner who produced
written evidence as to his owner
ship was nevertheless deprived ot
the stock he had recovered impris-
oned and otherwise harrassed all
of which injustice might have been
avoided had the deputy collector
aud United states commissioner ex
erci8ed proper discretion
We also believe that in many in-
stances crime could be obviated it
the officers of the law should be im-
pressed with the fact that it is their
duty to prevent crime rather than
to permit its commission by which
they earn fees One instance of
this nature comes before us aud
the jurr regrets that it can find no
means to correct this wrong other
than by calling your honors atten-
tion to it
We had before us conclusive evi-
dence af the attempt on the part of
a deputy United States marshal to
procure the escapa of a United
States prisoner from jail but by
reason that tho federal statutes fail
to define snch offense and prescribe
any penalty therefor we fail to
indict
We would earnestly recomaaend
the removal of all deputy United
States marshals who by reason of
their character or through ignor
of the laws and language of this
country are incompetent to proper
norance or perhaps throngh malice
have caused the arrest of many par-
ties charged with frivolous offenses
thus causing unnecessary expense
the United States government and
workinggreat hardships on persons
guilty of technical offenses only
We are convinced of tko fact
that there are numerous violations
of the internal revenue license laws
bat owing to the peculiar civcum
stances surrounding such cases it
has been extremely difficult txTob
tain satisfactory evidence of the
commission of such offenses espee
ially as the state officers appear
to fail in cooperating with the
federal officials in investigating
into said violations
We sincerely regret that owing
to the illness of District Attorney
EvanB we were deprived of much
of his valuable assistance and de-
sire to thank Assistant District At-
torney Maris for his able assistance
to us in our labors

tra copies of yesterdays issue of
Tub Herald It is as much to
the interest o f the editor of The
Herald as to any other citizen of
Brownsville or Cameron county to
work for the interest of this section
Prosperity for the county and
town means prosperity for every
citizen editors included To whom
did wu send the extra copies
More went to Washington City
than to any pother ono place
to senators representatives sec-
retaries and newspapers some
went to Mexico to prominent Btate
officials many went to various
nothcrn capitalist and other were
sent to the addresses of persons
from whom wo have at various
times received letters inquiring
about the advantages ot this section
It has been our intention from the
start to do all in our power for the
advancement and development ef
this section as well as to give our
patrons a clean newsy paper It is
true the exponse of issuing and
mailing those extra copies falls en-
tirely npon ns but we expect to
reap our reward through the appre-
ciation by our patrona of our efforts
in behalf of the country We
would suggest in addition that our
subscribers after funishing yester-
days Hbkald should mail it to
some person who they think may be
interested in this great railroad pro-
ject
When Chicago the great west-
ern metropolis is infested with
highwaymen who hold up police-
men as well as private citizens in
broad daylght and rob these
Brownsville need not he ashamed
to confess that a few pestiferous
petty thiev38 hang around her ot
skirts and molest lonely houses or
way places it night
The signal corps which is to cons-
truct the military telegraph line
from Fort McTntash to Fort Ring
gold has arrived at Laredo and pro-
bably work on tha line will begin
at once This line will give through
connection from Fort Mcintosh at
Laredo to this poiat
The weather still continues wet
rendering reads and streets rather
muddy
