Two 18-year-old straight people can meet
one night and marry the next and enjoy those
rights, Atkinson said, but gays with partner of
20 years cannot.
The gay community must educate the pub-
lic on the meaning of civil marriage and
explain that civil marriage proponents are not
trying to control church ceremonies or make
churches bless same-sex relationship, Coveil
explained.
Activists must "decouple" the word mar-
riage and the image of the church ceremony
and religious sanctity, Covell said, and make
people understand what gay couples legally
want is a civil marriage license.
Coveil said a chain of victories for the gay
community, including the Supreme Court
decision that overturned the nation's sodomy
laws and the legalization of gay marriage in
Canada, prompted conservatives to propose
this constitutional amendment now.
Covell said the ramifications of such an
amendment would be horrific.
Not only would the amendment deny gays
the right to marry, but it would "build a brick
wall around the constitution," barring gays
from challenging gay marriage issues in court.

pro-gay marriage decisions handed down by
state supreme courts.
Supreme Court cases determining the legal-
ization of gay marriage are pending in three
states — Massachusetts, New Jersey and
Illinois.
Funds will also be used to organize town
meetings and employ people who can effec-
tively counter arguments from the amend-
ment's proponents.

can be amended, one of which has never been
used.
All current amendments have been
approved by two-thirds of each half of con-
gress and ratified by three-fourths of the states.
Usually Congress will establish a time limit of
seven years for this process.
The other option is for two-thirds of each
state's legislature to call a constitutional con-
vention.
The U.S. Constitution has only been
amended 17 times since the Bill of Rights.
Prohibition, which was later repealed, was the
only amendment that proposed to take rights
away from Americans, Covell said. T
