Singapore relaxes
rules on some
manifestations
of homosexuality
Scripts will no longer be read in
advance unless they address
religion, race or 'core values'

SINGAPORE — The government that
snipped a lesbian kissing scene from Nicole
Kidman's movie The Hours said it was relaxing
— at least slightly — rules coverning cultural
displays of homosexuality.
Tightly controlled Singapore will take a
more "flexible and contextual approach when
dealing with homosexual themes and con-
tent/' said Information Minister Lee Boon
Yang at a news conference.
"We must continue to be mindful of the
concerns and values of the majority/' said a
statement issued by the ministery.
"The desire to protect the young from
unsuitable content and to respect racial and
religious sensitivities remain strong."
Singapore will allow its citizens to purchase
Cosmopolitan magazine for the first time in
more than 20 years. It also will permit citizens
to watch Sex and the City on television, Lee
said
The move is the latest loosening by the gov-
ernment of tight social controls that have been
imposed since Singapore became independent
in 1965.
"There are some constraints (on the sale of
Cosmopolitan). It has to be shrink-wrapped to
prevent browsing," Information Minister Lee
Boon Yang said at a news conference.
The magazine was banned over 20 years
ago, with the government citing unhealthy
values.
The city-state's Censorship Review
Committee recommended the sale of the mag-
azine last week, with Lee announcing a widely
expected endorsement of its suggestions.
Lee said his ministry would allow adults
more leeway but would impose tighter censor-
ship controls on children, saying a recent sur-
vey suggested Singaporeans still wanted some
form of censorship.
"Censorship exists in all societies ... some
more, some less stringent than others," he said.
The government has a long list of still-
banned magazines, including Playboy, and reg-
ularly censors films and TV programs and
compact discs..
The ministry also said it would no longer
read scripts of plays before giving approval if
the content does not touch on race, religion or
"undermine national stability or core values."
The Southeast Asian city-state of 4 million
. says its tight social controls are in its national
interests and are based on Asian values. T
