Despite progress in talks, administration and
GOP leaders remain far apart on Medicaid

The blizzard of 1996 has pre-
vented AIDS health lobbyists
from examining the details of
President Clinton's budget pro-
posal, released last Saturday, but
they clearly preferred the admin-
istration's general plan over the
Republicans'.
"The numbers are moving in
the right direction, and we
applaud the President for holding
firm on the federal guarantee of
[Medicaid] coverage," said
Winnie Stachelberg, senior health
policy advisor for the Human
Rights Campaign.
At press time, the latest Clinton
plan proposed to cut $52 billion
out of projected Medicaid spend-
ing over the next seven years.
This compares with $117 billion in
cuts in the Republican budget,
although Senate Majority Leader
Bob Dole and House Speaker
Newt Gingrich announced in a
press conference on Tuesday that
they were willing to split the dif-
ference and cut $85 billion.
How Medicaid is structured
appears to be a much larger issue
than the dollar amounts, with
both sides continuing to say that
they face large differences in the
negotiation.
HRC and AIDS Action Council
oppose the Republican plan to
convert Medicaid into block
grants given to the states with no
requirements on who is covered.

incident was clearly motivated by
half-brothers’ hatred of gays

A state district judge in Houston has denied bond
to two Montana half-brothers held for the murder of a
Katy, Texas man witnesses say was killed because he
was gay.
Daniel Christopher Bean, 19, and Ronald Henry
Guathier, 21, of Columbia Falls, Mont., were ordered
held without bond by state District Judge W.R. Voigt
on Monday. The judge also appointed two attorneys
to prepare the suspects' defense in the killing of Fred
Mangione, 46, who was stabbed to death on Jan. 4.
According to Sgt. Lanny Hitchcock of the Harris
County Sheriff's Department, Mangione was stabbed
at least 35 times, including numerous wounds in his
side, legs and back. Mangione's spouse of 16 years,
Kenneth Stem, also was attacked and slightly injured
by one of the two suspects, Sgt. Hitchcock said.
The two suspects were charged with murder and
face up to life in prison. The FBI is investigating the
case as a hate killing.

Howard Stem is at the top of Mr.
Blackwell’s annual list of dismally
dressed women.
Stem has been appearing in drag on
TV and on the cover of his best-selling
book, Miss America.
"Let’s face it," Blackwell said
Tuesday, "Howard’s 'Miss America'
drag looks like Godzilla impersonating
Gypsy Rose Lee."
Blackwell's worst-dressed list also
included Prince Charles' old flame,
Camilla Parker Bowles. The former
designer called her the "biggest bomb
to hit Britain since the Blitz."
Others singled out for dishonors
were rock singers Courtney Love and
Melissa Etheridge and actresses Drew
Barrymore, Whoopi Goldberg, Diane
Keaton, Jennifer Jason Leigh, Emma
Thompson and Christina Applegate.
A special "booby prize" was present-
ed to Anna Nicole Smith, the model
with the pneumatic-looking figure.
Blackwell also listed 10 women
whose attire he admires: Madonna,
Barbra Streisand, Princess Diana,
Hillary Rodham Clinton, Grace
