Roger Wedell is executive director of Dallas Legal Hospice, a nonprofit law firm founded in
1989 that provides legal services to low-income people who are HIV-positive or terminally ill.
He grew up in Los Angeles and was graduated from Texas Christian University. Previously, he
worked for Thanksgiving Square in Dallas as staff executive for operations. Wedell is a former
president of the Dallas Gay and Lesbian Alliance and chairs a task force at Midway Hills
Christian Church that’s assisting other congregrations to become open and affirming.
How important is Dallas Legal Hospice to the community?
As we all know, legal services don't come cheap. If you are HTV-positive and low-income, legal
problems can become compounded because you just don’t have access to the legal system.
That’s where we come in. There are no charges for our services.
What types of legal services do your clients require?
There can be a wide range of need. It can be for estate planning so individuals can put in writ-
ing their wishes for final distribution or their wishes for end-of-life medical care. It can also
be as crticial as maintaining their insurance coverage or resolving employment discrimination
issues. There’s a wide variety of legal needs that still impinge on people with HIV.
How have legal needs changed as the AIDS epidemics has progressed over the past two decades?
In the, beginning people were getting sick, and 90 to 120 days later they were dying. The criti-
cal need was to put end-of-life care documents in place. Gradually, we’ve seen a shift in part as
a result of long-term survivorship. There are issues with the Family Leave Act and the
Americans With Disabilities Act in terms of resonable accommodations for employment.
What is the level of awareness in the community about the legal needs of HIV-positive people?
Usually, people are not aware of it until they find themselves in the middle of it. We’ve worked
the last five years to increase awareness by attending health fairs and community events.
What effect is Proposition 2 going to have on HIV-positive people?
Woden’t know yet what the legal ramifications will be for same-sex relationships and the dura-
bility of contractual relationships. We are certainly very cautious and watching for case law. If
someone’s documents are invalidated or validated by a court decision, that will make precedent
for other contractual arrangements. Now, there’s just a huge question mark hanging over heads.
