BY THE GOVERNOR OF THE
STATE OF TfrXAS
Whereas the Twentythird Legisla-
ture at its late regular biennial session
which adjourned on the JUh day of
Slay A D 1893 passed the following
Joint Rf solutions in the manner pre-
scribed by the Constitution of this
Suite proposing certain amend-
ments to t e Constitution of this State
to wit
Joint Resolution proposing to amend
sietion 31 article 3 cC the Constitu
tion ofthe State of Texas authorizing
the establishment and maintenance of
a home for indgent and disabled
Confedeiate soldiers and sailors
Section 1 He it resolved by the Leg-
islature of ihe tate of Texas That
section 31 article 3 of the Constitution
of the State of Texas be amended so as
to read as follows
Section 51 The Legislature shall
have no power to make any grant or
author ze the making of any grant of
public money to any individual
association of individuals munici-
pal or other corporation whatsoever
Provided h wever the Legisaure
may grunt aid to the establishment and
miintenanee of a home for indigent
and disab led Confederate soldiers orsail
orswhoare or may be bona fide rei
denta of the State of Texas under such
regulations and limitati ns as may be
provided by law Provided that such
grant shall not exceed the sum of 100
G00 for any one j ear And provided
further that the provisions of this sec-
tion shall not be construed so as to pre-
vent the grant of aid in case of public
calamity
Sec 2 This resolution shall be sub-
mitted by the Governor to a vote of the
qualified electors for members of the
Legislature of the State of Texas at the
nextgeneral election to be held on Tues
d iy after the arst Monday in November
1894 at whiyh election all voters favor-
ing said proposed amendment shall have
written or printed on their ballots the
words For the amendment to section
31 article 3 of the Constitution of the
SUite of exas and all those opposed
to the amendment shall have written or
printed on their baUots the words
Against the amendment to secion 51
article 3 of the ConstitutionoftheSUte
of Texas
Sec 3 Immediately after the election
the officers of each precinct shall for-
ward to the county judge of their coun-
ty a duplicate return showing the num-
ber of votes cast for and against the
amendment and on the following Mpn
day the county judge shall open and
count said returns and forthwith for-
ward to the Secretary of fctate in a seal-
ed package a tabulated statement there-
of showing the total number of votis
cast in the county for and against the
amendment and ou the fortieth day af-
ter s lid election Osecretary of state
shall in the presence Nthe governor
and attorney general opts and count
said returns and if it shall appear from
the returns that a majority of the votes
were cast for sad amendment it shall
be the duty of the Governor on the fol-
lowing day or as scon thereafter as
practicable to issue his proclamation
setting forth the fact that said amerid
has received a majority of all the
vous cast upon that question at said
election and shall proclaim that said
amendment has become and is a part of
the Constitution of the itate of Texas
and the amendment shall take effect

section 30 article 10 of the Constitu-
tion of the State of Texas be amended
so that it shall hereafter read sis fol-
lows
Section 30 The duration of all ofli
ces not fixed by tbia Constitution shall
neverexceed two years rrovidedthat
when s railroad commission is created
by law it shall be composed of three
commissioners who shall be elected by
the people at a general election for State
officers and their terms of office shall be
six years Provided railroad co mnis
sioners first elected afterthis amend
ment goes into effect shall hold office

Sec 2 The foregoing amendment

voters of the State at the next general

necessary proclamation of said
election and have the same
published as required by the
Constitution and existing laws of the
State

requires the publication of any propos-
ed aunndnients once a week for four
weeks commencing at least three
months before an election
And whereas each of sai 1 joint re-
solutions requires the Governor to is-
sue his proclamation ordering an elec-
tion for the submission of said joint
resolutions to the qualifiedPtlectorj of
the State for their adoptoin or rejection
on Tuesday after the first Monday in
November A D 1894 which will be
the sixth day of the said month
Xow therefore I J S Ilogg Gover-
nor of Texas in accordarice with the
provisions of said Joint Resolutions
and by the authority vested in me by
the Constitution and laws of this State
do hereby issue this my proclamation
ordering that an election as required by
said Joint R < solutions beheld on the
day designated therein totvit on Tues-
day the sixth day of November A O
1891 in the several rounties of this
State for the adoption or rejection of
said proposed amendments to the Con-
stitution of the State of Texas Said
election shall be held at the several
polling places of the election
precincts of the saver il coun-
ties of this State and will be con-
ducted by the officers holding the same
in conformity with the laws of this
State and in accordance with the pro-
visions of this proclamation
