PROCLAMATION
The Governor Establishes Quar-
antine Regulations for the
Summer
Austin Tex March 22
Gfovernor Culberson today is-
sued the following quarantine
proclainatibni
Be it known that IJ Charles
A Culberson governor of the
state of Texas by authority
vested iu me br the laws of this
state do hereby declare that
quarantine shall be established
on the gulf coast and Rio
Grande border on and after
May 1 1S95 and that it shall
continue until closed by pro
clamation Said quarantii o
shall apply to all vessels per-
sons or things coming from
places infected by yellow fe er
smallpox or cholera and all
places south of 25 degrees north
latitude shall be considered in-
fected unless proof to the con-
trary be submitted to the state
health officer and special ex
emption granted to said places
and persons from such places
are prohibited from entering
this state within a period of ten
days
I further declare quarantine
against any person or persons
infected or liable to be infected
with yellow fever smallpox or
cholera either within or with
out the state and direct the
quarantine officers of the state
and health officers of counties
and towns to establish local
quarantine around any and all
such persons whenever discov-
ered
The coast quarantine stations
shall be governed by the fol
lowing rules
Rule 1 Every vessel arriv-
ing at any port in this state
must halb for inspection at
some point designated by the
local quarantine officer and no
person shall board the vessel
until after inspection and then
only when permission to do so
is given by the quarantine offi
het and all orders made
and requirements imposed upon
said vessels must be promptly
obeyed by both officers crew
and passengers
Rule 2 Vessels from an in-
fected place haying had no sick-
ness of any infectious kind en
route shall be detained and
subjected to daily processes of
purification such as shifting
cargo fumigating ventilating
pumping out bilge water and
freely using disinfectants for
five consecutive days before b6
ing permitted to land either
passengers cr

ment of the quarantine officer

to the rules prescribed by the
conference of gulf state health

ted to assist the quarantine
officers in the execution of the
above rules and are earnestly

nor of any dereliction of duty
by any officers or employes or
any facts lhat will give greater
efficiency to the quarantine ser-
vice

shot at by a crank on one oc placed them against the redhot
casion and who was cordially
hated by the strikers in the
Tlomestead troubles has vol
utafily proposed to raise tlm
Wages of all his coke workers
on the 1st of April It is some
from that source a veritable
chapter of revelations It re-
veals first the fact that there
has been unquestionably just-
ice in the demands of these
workers which is taidily bvvag
recognized But it reveals
chiefly the fact that the iron
itiletest is looking up and this
means that general business is
looking up From several
States rumors of theresimvption
of railroad building have come
lately and this action by the
managers of large iron interests
in Western Pennsylvania and
Eastern Ohio gives solidity to
these rumors Let us hope that
this good example set by Mr
Frick will be followed by other
big establishments in the East
where the practice has been
just the reverse for several
years past at least to the ex-
tent of giving their workmen

the house The husband and
wife were then bound and gag-
ged while the robbers ran-

hunted by officers If captur
ed they will have to be well
guarded as the feeling against
them is very bitter in the neigh-
borhood
