QUARANTINE
PROCLAMATION
The Governor Establishes Quar-
antine Regulations for the
Summer
Austin Tex March 22
Governor Culberson today is-
sued the following quarantine
proclamation
Be it known that I Charles
A Culberson governor of the
state of Texas by authority
vested in me by the laws of this
state do hereby declare that
quarantine shall be established
on the gulf coast and Itio
Grande border on and after
May 1 ISOo and that it shall
continueuntil closed by pro
clamation Said quarantir e
shall apply to all vessels per-
sons or things coming from
places infected 1 yellow fever
smallpox or cholera and all
places south of 25 degrees north
latitude shall be considered in-
fected unless proof to the con-
trary be submitted to the state
health oflicer and special ex
eruption granted to said places
and persons from such places
are prohibited from entering
this state within a period of ten
days
1 further declare quarantine
against any person or persons
infected or liable to be infected
witli yellow fever smallpox or
cholera either within or with-
out the state and direct the
quarantine officers of the state
and health officers of counties
and towns to establish local
quarantine around any and all
such persons whenever discov-
ered
The coast quarantine stations
shall be governed by the fol
lowing rules
llule 1 Every vessel arriv
ing at any port in this state
must halt for inspection at
some point designated by the
local quarantine officer and no
person shall board the vessel
until after inspection and then
only when permission to do so
interest is looking up and this
is given by the quarantine oni =
fcfcr and all orders made
and requirements imposed upon
said vessels must be promptly
obeyed by both officers crew
and passengers
Rule 2 Vessels from an in-
fected place having had no sick-
ness of any infectious kind en
route shall be detained and
subjected to dail processes of
purification such as shifting
cargo fumigating ventilating
pumping out bilge water and
freely using disinfectants for
live consecutive days before be-
ing permitted to land either
passengers crew or cargo and
a longer period if in the judg-
ment of the quarantine officer
it is necessary to insure perfect
safety
Rule 3 Vessels from infect-
ed ports laden with such arti-
cles as can not possibly ho car

to the rules prescribed by the
conference of gulf state health

mitted to state health officers

civil and military authorities
and citizens of Texas are solici-
ted to assist the quarantine
officers in tho execution of the

will propably die from the ef
fects of the shock and torture
means that general business is
looking up From several
States rumors of the resumption
of railroad building have come
lately and this action by the
managers of large iron interests
in Western Pennsylvania and
Eastern Ohio gives solidity to
these rumors Let us hope that
this good example set by Mr
Frick will be followed by other
big establishments in the East
where the practice has been
just the reverse for several
years past at least to the ex-
tent of giving their workmen
good living
