Cleveland favors the election of
the Maryland State Democratic
Ticket He is a democrat and
the ticket was regularly nomi-
nated by a properly constituted
democratic state convention It
seems preposterous than an7
one should suppose it to be
necessary for President Cleve-
land to say that he wishes the
regular democratic ticket in any
state elected but I find that
there are people who either
think or pretend to think that
he must say so in this case in
order to have it believed You
ma be sure he will say so as
soon as he finds out that his
supposed opposition is being
used by those who are fighting
the ticket as an argument to
keep democrats from giving it
their cordial support The gen-
tleman who used this straight-
forward language enjoys Pres-
ident Cleveland s confidence to
a marked extent and never
speaks without knowing just
what he is talking about lie
did not for reasons of his own
wish his name to be used but
he assured your correspondent
that the President would soon
let it be known that he favored
the ticket and as expected his
friends to work and vote to
elect it
Comptroller Bowlers opinion
against paying the sugar boun-
ty will have one good eilect It
will get the question of the
constitutionality of government
bounties settled bj the courts
as the decision of the Court of
Claims to which the sugar men
are sent will certainly be car-
ried to the V S Supreme Court
before the matter is ended
Democrats have always main-
tained that the whole system
of government bounties and
subsidies was unconstitutional
and a supreme court decision
will be welcomed by them
Senator Quay did not wait
iong before making use of his
newty acquired power in a
national way and the first use
made of it was to punish an
enemy Representative Dalzel
of Penn who didnt guess
right in the late republican
factional light in that state
Although Representative Pajne
of New York was the ranking
republican member of the House
Yays and Means committee in
the last Congress it has been
generally understood in Wash
ington ever since the result of
the last Congressional election
become known that Mr Payne
would not get the chairman-
ship of the committee in the
next House but that it would
be given to Representative
Dalzel of Penn one of
the foremost Reed shouters

possibility of Texas voting any
other way than democratic but

ton say the state ma be lost

not by pursuing a radical and

over to the populists What

Colorado tell That there is
danger of populist success is
apparent in the vastly diminish-
ed democratic majority atrlast

fault with Morrison for he is
conservative and does not
pander to agrarian or populist
ic fallacies He is no dema-
gogue Looking over the situa-
tion carefdliy and dispassion-
ately he is certainly the strong-
est man that could be taken to
head the national ticket and
if elected I believe he would
make one of the best Presidents

greatly agitate d over the con-
flict of opinion between deputy
commissioners over the true
meaning and application of tho
new Mitchell law which lately
went into effect Deputy Com-
missioner Moore of Calhoun
county construes it one way
and Deputy Commissioner Ster-
ling of Matagorda construes id
another and many of the men
are in port are put to much
expense and loss of time The
most conspicuous case leading
to the troubles is that of Cap-
tain Niik Canase of the schoon-
er Templeton He took out
three licenses for oTster tongs
in his own name and dispatch-
ed men down the bay to the
oyster reefs Here the men
learned that Deputy Commis
sionor Sterling was excessively
rigid on the citizenship ques
tion and also construed the law

on record and are on the eve j apply tothe individual and
not a pair of tongs On learn
ing this and fearing arrest and
confinement in the Matagordt
countjail the men returned to
Port Lavaca Captain Cauase
then applied for his license
money but Commissioner Moore
contended that the Matagorda
commissioner was wrong and
refused to Tefund This led to
a heated controversy and the
men were in consultation oil
Sunday with prominent attor-
neys from Victoria who came
down and a battle iu the courts
is among the possibilities Cor-
