and having even reiterated the
assertion many times by cor-
respondence and in private con-
versation that I was not a can-
didate for renomination for
Congress it seemed to me that
I had done enough to stop all
cavil upon the subject but the
utterances of correspondents of
newspapers in the district ap-
pear to question my sincerity
This condition of affairs justi-
fies me in my opinion in slat
ingwlth its permissionthrough
the columns of the Express in
unequivocal terms that I am
not a candidate for renomina
tion to Congress at the hands
of the Democratic part in this

ARMY MATTERS

W ar Department official ex-
press the opinion that while
the chances largely favor the
assignment to duty at Wash-
ington of Major General Miles
as command inchief of the
army to succeed Lieut Gen
Scholield who retires early in
October next yet the question
is an open one and is being
seriously considered by Pres-
ident Cleveland It is under-
stood that the President is in-
clined to believe there is no
authority in the constitution or
law for a commanderin chief
of the army bejond thai which
makes the President comman-
der in chief of both army and
navy and that maintaining
army headquarters at AYashing
ton under a commanderinchief
is a prnctico that has grown up
permissibly rather than legally
that the navy has no connnan
derin chief to issue orders ex-
cept by the Secretaiy of the
Navy and army affairs can be
conducted by the Secretary of
War in the same manner
It is possible that some con
ilict of authority may have
occurred between Gen Schofield
and Secretary Lamont and the
President apprehends that like
troubles may happen with Gen
Miles Still the question is 1111
decided and is one upon which
opinions eonilict even among
officers of the aimy
The fact will probably be
recalled that Gen Sherman de-
clined at one time to remain at
Washington and removed army
headquanteis to St Louis Just
whatjwill happen is a matter for
conjecture and if Gen Miles or
some other major general pre-
ferably Gen Kugar shall be
designated to succeed General
Schofield as commander in chief
of the army with headquarters
at Washington it will probably
be duo to the fact that the Pies
ident believes that the public
safety will be advanced there-
by and not because he agrees
to its legality

BIG STONE CONTRACT
Galveston Tex Sept 20
Today a contract for 10000
cars of stone was entered into
by the Galveston Jetty Com-
pany the Gulf Colorado
Santa Fe Railway Compan
and Lauderdale Quarry Com-
pany It is stipulated that the
quarry company and railway
company shall deliver to the
Galveston Jefty Com pan at
this city not less than 72i5 ars
of rock per month for use in
extending the jetties in course
of construction here It is es-
timated that the cost of tran
spoitatiou of the above amount
of rock will be 223000

Post says that a lively row id
on between the prominent ad-
vocates of fiee silver now in
Chicago over the location of
their headquarters Tlie trou-
ble is the result of a proposal
to move them from Washing-
ton to the West and has it id
said developed a great deal of
bitterness among the silver
leaders Messrs Sibley and
Warner early in the discussion
iiatly refused to lend their aid
to the movement to shift head
quarterswhile a strong element
demanded that the movement
be centered in the territory
from which it received its chief
support Chicago men accord-
ing to common reportundeitook
to effect a compromise by nam-
ing Chicago as the seat of the
silver war and by so doing de-
veloped bitter opposition front
both sides of the controversy
