Council adopts new
watering regulations
continued from page IA
on watering; Frisco - twice-a-
week watering July through
September; Garland - 10 a.m.
to 6 p.m. year round; and
Rockwall — limits watering to
two days April through October.
Neither East Fork Special
Utilities District nor Northeast
Special Utilities District have
any limits as yet.
Assistant General Manager
Mike Rickman of the North
Texas Municipal Water District
attended the meeting and urged
the council to adopt the pro-
posed plan. The plan is a "criti-
cal strategy for future water," he
said.
The council voted unani-
mously (6 - 0; Councilman
Merrill Young was not present)
to adopt the following policy:
From April 1 through Oct.
31, lawn irrigation watering will
be allowed between 10 a.m. and
6 p.m. only, twice per week.
Watering impervious sur-
faces is prohibited.
During precipitation or freeze
events, watering is prohibited.
Use of treated water to fill or
refill residential, amenity and
any other natural or manmade
ponds is prohibited. (A pond is
considered to be a still body of
water with a surface area of 500
square feet or more.)
Rain and freeze sensors
and/or ET or Smart controllers
are required on all new irritation
systems and must be maintained
to function properly.
"At home" car washing can
be done only when using a hose
with a shut-off nozzle.
Watering of areas that have
been overseeded with cool sea-
son grasses, such as rye , is pro-
hibited, except for golf courses
and public athletic fields.
It is recommended, not
required, that all existing irriga-
tion systems be retrofitted with
rain and freeze sensors and/or
ET or Smart controllers capable
of multiple programming and
maintained to function properly.
Use of poorly maintained
irrigation systems that waste
water is prohibited. .
It is recommended that no
new cool season grasses that
intensify cool season water
requirements be planted, with
the exception of golf courses
and public athletic fields.
Playing surfaces on all new
public athletic fields must be
irrigated by a programmable
irrigation zone that is separate
from surrounding areas.
It is recommended that all
new or rehabilitated irrigation
systems be designed, inspected
and installed in accordance with
Texas Commission on
Environmental Quality rules.
Materials provided by
Hoisted also said, "when
resources and funds are avail-
able and duly budgeted," the
plan will include provisions for
implementing a water conserva-
tion rebate program.
The new water-saving plan is
effective as of the publication of
a notice in the May 6 issue of
The Wylie News. Holsted's
materials said "enforcement
will be accomplished by city
staff during the performance of
their normal duties and travel."
If violations or potential viola-
tions are noted, the materials
said, the customer will be con-
tacted and advised as to how to
correct the problem.
The plan applies only to cus-
tomers of the city of Wylie's
water distribution system.
