TOE PER CAPITA
CIRCULATION
Figures Which Prove a De-
crease of Morp Than One
Half in 30 Years
Xow Orleans TiniosDemocrat
When tho advocaies of the
free ccinngo of silver conteud
that with the sweeping nwny
of the onehalf of tlie rurrenry
by tho demonetization of silver
in 3873 Iho remaining gold
hnlf rose very geatly in price
just as any commodity wonltl
rise in price if one half the
supply of it were destroyed the
aohlbugs deem it lo be sufficient
reply to that allegation ro point
rut that the per capita circula-
tion of money fn the United
Stntes during tho last thirty
years has increased instead of
decreasing
Now whatever chnngo ma
have taken place In the vultie
of the currency in iho period
from 1800 to 180U it is certain
that there has been a shinkage
in tho circnintiou during the
last few years as was fltown
by Candidate Hryan in one of
his St LotiiM speeches which
we printed on Sunday For the
report of the Treasury Depart
tn nt for the fiscal year 1800
which was published two
mouths ago jet us into the
toorotihm wlnlo the circtilu
lion or cttrrerley obligations
amounted in 1801 to 1080
000000 it has fallen in ISOfi to
1001000000 and in 1800 to
1500000000 These and Sect
reinry Carlisles own llmtret
so that they will not be disput-
ed by goldbugs nt any rate
And ilifty show thai in the two
years interval from June 80
1S94 o Jnne 30 1800 the cir
rnlnUon has fallen oll tolhe tune
of 155000000a decrease or
about 10 per cent On the 30th
of June 1804 in other words
the i > er capita circulation was
242B whereas on the 30th or
June 1800 it has decreased Jo
21 10 a decrease of 3 18 j >
capita
That downward ipndenej ia
certainly not of si healthy char-
acter as will bo admitted hv
even the goldbngs themselveis
sinco they are so exceedingly
aolichioiH to demonstrate that
the circulaiion has not
decreased since the date of the
demonetization of silver But
whether the goldbngs admit it
or not renders of the TimesV
Democrat know that a contrac-
tion of the currency is a gren
evil ii is a misfortune in lit
body commercial of precisely
the same nature as a contrac-
tion of food in the body per
soual The vital functions ol
business can no more be per-
formed in a healthful way on
an insufficiency of the exchange
medium than the vital functioiiH
of the body can be adequately
performed on starvation rations
Bnt Ihe onus of proof that
the per capita clrcula ion has
not decreased in the last thirty
years in spite of Mr Carlisles
assertion that it has rien from
20 f > 7 in 180H to 22 93 in 1890

make these deductions in the

Now if these two sets of fig-
ures be correct the proof is
complete that instead of de-
creasing as tha free silver ad-
vocates charge the per capita
circulation has increased dur-
ing the thirty years 1805 1895
But Mr Carlisles figures for
both years have been assailed
and neither he nor any of
his fellow goldbugs have
come to their rescue al-
though they would score a very
strong point if they could sub-
stantiate them With regard to
the laler sk of figures the set
for 1805 Mr Carlisle esti-
mate of 479600000 gold in
circulation and in the treasury
is charged with being an owr
estimate by at lenst 250000
000 and whether he can show
where that amount of gold is to
be found or not it is cerlain at
least that he has not done so
although he haa been frequent-
ly challenged to do it Tho
greenbacks in circulation more-
over which ho sets down at

overestimate probably by
quiries have failed to elicit
from the Secretary the desired

It is only of course the cur-
rency debt that we have to do
within the meautimeand that
as we see amounted in 1805 to
1044507359 54 which is a-
very different figure from Mr
Carlisles 714702905 and
puts a very face on the matter
If we take the Secretary of the
Treasury in 1807 to know what
he wns talking about and to be
accurate in his iisjnres for 1865
and the chances are far away
In his favor when compared
with the Secretary or the Treas-
ury in 1896 we find that the
