Post Office Plans
Christmas Mailing
Refugio. — Longer post office
window hours, expanded delivery
services and large scale extension
of the ZIP-coded parcel post speed-
up are planned for Christmas,
Postmaster General John A.
Gronounski has advised the local
postmaster, Carl Baumgartner.
Gronouski outlined to the Re-
fugio postal head three major new
steps he has taken “for the best
Christmas mail service the Pos-
tal Service has ever had:”
1. Expanded post office window
hours December 5 to 26 as deem
ed necessary by the local post
master.
2. A six-day week December 7-
31 for parcel post deliveries, in-
stead of a five-day week.
3. Completion by Nov. 1 of
Phase ni of ZIP Code parcel
handling at about 130 more “sec-
tional center” post offices (stra-
tegically - located mail massing
points), providing faster delivery
up to 24 hours or more for par-
cels with ZIP Code. In Phase 1
and II, approximately 75 offices
with receipts of $5 million annual-
ly and above activated faster ZIP
Code sorting and dispatch by Sep-
tember 1. The 130 in Phase HI
includes offices with receipts of
$1 to $5 million.
In addition, many other section-
al center offices with smaller re-
ceipts will have the program in
operation by early /December, in
time to help speed delivery of
Christmas gifts mailed with the
ZIP Code.
The Postmaster General told
Mr. Baumgartner the Christmas
plans are part of a nationwide
program to bring postmasters in-
to more responsible positions in
postal management as “real part-
ners in providing better mail ser-
vice at all levels.”

18 Young Farmers
Receive FHA Loans
Victoria. — Victor W. Post,
County Supervisor of Calhoun, Re-
fugio and Victoria Counties, ad-
vises that 18 young farm families
are receiving loans to assist them
in the purchase of farms, the con-
struction of essential farm build-
ings, the acquisition of livestock
and machinery, and funds for the
further development of their re-
sources this year.
“Over 1,000 young farmers less
than 35 years of age have receiv-
ed the financial and technical as-
sistance of the Farmers Home
Administration in Texas this
year,” stated L. J. Cappleman,
State Director. Mr. Cappleman
reported that, “One of the major
endeavors of the Farmers Home
Administration in 1964 is to as-
sist young farmers in accomplish-
ing the extremely difficult task of
acquiring the capital and the skill
needed to take over the farms of
their retiring elders.”
Mr. Post stated that over the
past three years, many young
farmers who received the assist-
ance of the Farmers Home Ad-
ministration have been formally
recognized as outstanding young
farmers in the State by various
publications and farm organiza-
tions.
The County Supervisor advised
that this financial assistance is
available to young farm families
who are unable to obtain adequate
credit from private sources, meet
all other eligibility requirements,
and have the ability and the de-
sire to become successfully estab-
lished in farming and ranching
operations.
