Laboratory Manager
The National Science Founda-
tion Office for Oceanographic
Facilities and Support has notified
the University of Texas that a
grant of $90,000 has been award-
ed to the Port Aransas Marine
Laboratory for a project entitled
“Ship Operations Support.” This
is for partial support of operations
of the R/V LONGHORN during
1977 and is related to operations
of the LONGHORN involving Na-
tional Science Foundation spon-
sored research projects of Univer-
sity of Texas and other scientists.
Total estimated R/V LONGHORN
operations for 1977 are $268,640,
with most of the other financial
support to come from ship opera-
tions for the Bureau of Land Man-
agement.
Dr. Robert D. Groover has been
named Program Manager of the
Bureau of Land Management con-
tract, replacing Robert S. Jones
who resigned last month. Dr.
Groover, who will begin in Jan-
uary, received his B.S. and M.S.
at the University of Alabama and
his Ph.D. at the University of
Texas at Austin. He has recently
been employed as Manager, Eco-
logical Sciences, NUS Corpora-
tion, South Central Operations,
Houston, Texas. Dr. Groover and
his wife, Jean, have a son, who
will be in the 3rd grade, and a
daughter, who will be in the 5th
grade.
Dan Boatright is another new
employee .who will assume his
duties in January. Mr. Boatright
has a Masters degree in Chemis-
try from Indianola University. He
will work on the Mussel Watch
program with Dr. Parker’s Marine
Chemistry group. Mr. and Mrs.
Boatright have two preschool aged
children.
John Thompson was in Ann
Arbor, Michigan, December 16 to
witness model tank testing of the
new 95 ft. research vessel design
by the Naval Architecture Re-
search Laboratory at the Univer-
sity of Michigan. A 6 foot scale
model of the research vessel was
towed in the testing tank. Dr.
Richard Vinas, of Gulf Marine De-
sign, Inc., naval architects on the
project, also observed the tests
which were under the direction of
Professor Couch of the University
of Michigan.
Gerald Pfeiffer and Patrick
Parker journeyed to Washington,
December 20 through 24 for Bu-
reau of Land Management con-
tract negotiations. Dr. Oswald
Roels traveled to New York and
met with representatives from
Chilean Universities to discuss the
potential for aquaculture research
and training in Chile, and then
went on to St. Croix to visit the
University of Texas facilities in
the U.S. Virgin Islands. Dr.
J.A.C. Nicol left December 20 for
Manaus, Brazil, to join the R/V
ALPHA HELIX.
Recent visitors to the laboratory
have included Dr. Richard Starr,
of the University of Texas at Aus-
tin Botany Department, and Dr.
Bruce Frost of the University of
Washington. Dr. Starr presented
a seminar entitled “Control of dif-
ferentiation in Volvox,” and Dr.
Frost spoke on “The Structure of
Plankton Communities.” Dr. Jim
Cameron presented a seminar en-
titled ‘The ALPHA HELIX Ama-
zon expedition and Kidney Func-
tions in Fishes.” Nine officers
from the U.S. Coast Guard air
station in Corpus Christi visited
with Dr. Roels and Rick Tinnin
December 14 over lunch at the
U.T. Cafeteria.
Regional Councils Have Voice
In 200- Mile Fishery Law
American coastal fishermen,
both sports and commercial, are
going to encounter some big
changes as a result of a recent
federal law creating an expanded
fisheries zone off the coasts of the
United States.
The Fishery Conservation and
Management Act of 1976 provides
authority for the management and
conservation of fish and shellfish
in the fishery conservation zone
having its outer boundary 200
nautical miles from the coast and
adjoining the territorial sea limit,
which usually is three nautical
miles but is nine in the case of
Texas and Florida.
To aid in implementing the new
law, in August eight Regional
Fishery Management Councils
were established, responsible for
developing management plans for
fish stocks within their respective
zones, Texas is part of the Gulf of
Mexico Council which also in-
cludes Louisiana, Alabama, Mis-
sissippi and Florida.
Principal state official, appoint-
ed to the Gulf of Mexico Council
by Governor Dolph Briscoe, is
Texas Parks and Wildlife Com-
mission Chairman Pearce Johnson
of Austin. The eight-man council
also includes three other Texans
— John Green of Beaumont,
another P&W commissioner; Rob-
ert Mauermann, president of the
Texas Shrimp Association, and
John Mehos, president of Liberty
Fish Company in Galveston.
The P&W Department is great-
ly involved because of its jurisdic-
tion and expertise on the coastal
fisheries of Texas. The depart-
ment will be called upon for in-
formation on fishery stocks, land-
ings and research details.
The Fishery Conservation and
Management Act in general is ex-
pected to remedy serious prob-
lems that have grown in many
U.S. Coastal areas in connection
with overfishing by foreign fleets.
Full authority of the Act will take
effect March 1, 1977, allowing in
the meantime the full establish-
ment of the regional councils and
renegotiation of fisheries agree-
ments with other nations.
International fishery decisions
will be handled at the U.S. State
Department level. Foreign coun-
tries will have to apply each year
to the Secretary of State for per-
mits to fish within the 200-mile
zone. Information from the re-
gional councils will have much to
do with whether or not the re-
quests are granted.
The council has responsibility
for developing management plans
for fisheries harvested principally
in the newly established conserva-
tion zone, even though the species
may extend into the bays. The
shrimp fishery is such an exam-
ple.
The Gulf of Mexico Council in-
itially will be concerned mainly
with management of shrimp,
menhaden, snapper and billfish.

the U.S. Coast Guard and the Na-
tional Oceanic and Atmospheric-
Administration of the U.S. Dept,
