State Sen. A. R. Schwartz, of Galveston, well known for his
efforts in coastal zone legislation and management, recently pre-
sented 22 proposals that he claims would guarantee the ‘‘sur-
vival” of the Texas coast. The proposals cover a broad range in-
cluding further state park designations, regulations on oil and
gas drilling and production operations on state lands, regulations
on dredging and dredge spoil sites and industrial waste disposal
at sea, amendments to the Open Beaches Act to permit freer use
of public beaches, and designation of temporary non-development
areas in the coastal wetlands. The above are just a few of the
proposals, but all appear to be in support of a basic principle to
allow man to make maximum, nondestructive use of the varied
and fragile environments of the coastal zone.
The principle of maximum, nondestructive use is certainly
a large step in the direction of coastal zone protection, but must
we compromise and advocate maximum use ! It would be well to
encourage nondestructive use of the area through legislation that,
recognizing maximum usages, sets guidelines well shy of the
‘‘breaking point.”
We on the central and south Texas coast are just beginning
to feel the push by the land and industrial developers tor max-
imum use of not only their own land, but the surrounding waters.
Under existing regulations, and many of those proposed by ben.
Schwartz, each could operate at a maximum, nondestructive level,
yet the total of their operations could lead to the degradation of
an entire bay, estuary, channel or shoreline system. The guilt for
the eventual destruction of the natural environment cannot then
be placed on any individual industry or developer. Each shares
the guilt, proportional to its contribution. But we, the people, are
actually most guilty for allowing the whole thing to start without
system wide regulations that allow for projected use totals, rather
than individual contributions.
A similar situation occurs in attempts at game management.
Open hunting of a particular species is permitted until it is de-
termined that the species is being overkilled. Then hag limit regu-
lations are imposed. A decline in the species is still noted, because
the number of hunters is increasing all the time and each is tak-
ing the bag limit. Eventually, to innsure survival of the species,
regulations totally banning its hunting must be imposed. Such
was the case with the redhead duck, and some other birds on the
eastern flyway this year. A stronger attempt to control the total
seasonal kill, earlier in the period of decline would have eliminated
the necessity of a hunting ban on the species.
Early legislative action, forced by a concerned public, con-
trolling the total development of the coastal zone is the only way
to guarantee the “survival” of the 1 exas coast. The principle of
maximum, nondestructive use by each individual developer will
eventually lead to total destruction of the natural environments
of the coastal zone.

Please accept my compliments
regarding your fine editorial
“Citv-Water District Merger” in
your October 5th issue.
As a “non-resident” unfor-
tunately I am denied any voting
capacity but certainly I am free
to voice my opinions thru your
media. Needless to say we love
Port Aransas and its people and
1 have certainly paid my share
of the tax burden there down
through the years as a part-time
resident.
I am sure that the City and
| Water District have been well
managed, but obviously there is
often a conflict of interests.
A prime example is a great
lack of fire hydrants in numer-
ous areas through-out the city.
Port Aransas has a highly cap-
able Fire Department super-
vised by a well qualified and
trained man. But all this goes
to naught when no fire hydrant
is available.
Such is a situation in the Shi-
bui Sands area where there are
some 40 to 50 homes with many
full - time residents, not in-
cluding the rest of us who are
there many times throughout
the year. Obviously this com-
prises a sizeable chunk of the
P.A. population. Nor have I
mentioned the numerous fami-
lies housed in the several con-
dominiums located in that area.
Since the prevailing winds
are mostly southeasterly and
brush fires are a frequent P.A.
problem, it would seem that a
really good brush fire south of
town could easily involve the
houses in the Shibui area and
then spread into the main part
of the city. Result ... a really
good Chicago type of fire on a
miniature scale but nevertheless
one helluva good bonfire.
Every year we read of nu-
merous homes in California de-
stroyed under similiar condi-
tions.
Last summer I attended a
meeting with the board mem-
bers of the Water District to
discuss this situation and left
with the opinion that it was up
to the City to do something
about the fire hydrants. Then
I went to City Hall and was in-
formed that the Water District
was primarily responsible.
Talk about cross — purposes!

The Joint Effort Leisure Min-
istry will begin a weekly youth
oriented program of general dis-
cussion and rap sessions this
Friday. These group gatherings
will be held every Friday be-
tween 3 p.m. and 8 p.m. at the
Joint Effort Mobile Home,

berts and Mercer Sts. All are

T. R. Smith, his chief deputy,
was appointed to fill Olsen’s un-
expired term and was then
elected and held office until
1967. Since that time the office
has been held vacant.
