white minoritics.
Tiie infant mortality rate for U.S.
nonwhites in 1965 was 39.8. In the U.S.
not only do nonwhites háve a 90 per
cent higher infant mortality than
wliites, but urban infants experience a
greater risk than rurai ones. In ad-
clition, infant mortality occurs twice as
often in births to unmarried mothcrs
as to those of married couples, and 20
times more often to underweight new-
borns than to infants of normál
weight.
All of these factors háve socio-
economic importance, and many are
linked in the various circles of poverty
and ignorance that are now targets of
so much public co.ncern.
Of the 3,629,000 babies born in the
U.S. in 1906, 85,000 died within their
íirst year. Ilundreds of thousands —
the exact numbcr is unknown — were
born with serious mental or physical
handicaps.

As fraternalists we should be mind-
ful of o ur eivic duties and responsi-
bilities as citizens of this great nation.
One of the ways we exercise this duty
is by voting in elections and thereby
making our voice lieard.
The poli tax has been abolished as a
prerequisite to voting. It now costs
nothing to vofce. All you háve to do is
register, and that also costs nothing,
except perhaps a 5c stamp.
In Texas, all potential voters must
register before January 31st, 1968, to be
eligible to cast their votes in the 1968
elections. Some of the changes in the
law háve caused misunderstanding.
The new law requires even those voters
wlio are 60 or over and who Uved in
rurai areas to register. Those voters
did not liave to register in previous
years. A speciál provision in the new
law, however, permits this group of
