conclusion that the fieriést, most eap-
tivating speaker cnuld hold the eom-
plete attention oř his audience for a
maximum of seven minutes — on the
avcrage. After seven minutes. in-
terest wanes and starts dropping off,
and the speaker starts to lose his au-
dience, one by one. Now, this is thé
top-notch speaker. Some of the listeň-
ers-, wh ose minds and thoughts leave
the speaker momentarily, may return
fór a fleeting moment now and then.
It is therefore necéss&ry for the
speaker to hrbit himself to these seven;
minutes, oř less, if he wants to hold
the attention of his audience long
enough to get across what he’d like
to get across.

Brother Stasa also tonches on an-
other point in his letter, a point thať
will surely eome up at thé coming con-
vention, námely, whether we should
dispense with the district organizers,
and if we do, what systém we should
replace thern with,
I know of no one in the whole Order
who has a concrete, definíte soiution
to this question. We must, however,
proceed with caution, being careful
that we do not destroy something that
we háve carefully built up o vor the
years and which will bring rich benefits
in the not-too-distant future. An in-
escapable fact is, however, that many
local organizers are unhappy with
the present setup. Some will not say
so openly for fear that doing so will
lead to personál animosity. That
should not be.

I recently heard this pian proposed,
in the event the position of district
organizer is eliminiated The proposal
would call for the appointment, by the
vlče president, of area or regional su-
pervisors (call them what you like),
who would serve as the link and con-
tact between the vice-pres. and all his
organizers. The V-P would appoint one
for the north-central portion of the
statě, one for the centrál portion, one
for the Southern section, one for the
western section, and one for the far-
south section comprising what is now
generally District Seven. These “super-
visors” would function directly under
the V-P and would be paid (this is
important) mileage, lodging and per
diem for the dáte, plače and purpose
speelfied by the V-P. The training and
breaking-in of new organizers would
be up to the V-P and his supervisors.
The local lodge organizer would keep
his entire commission and would be
responsible to the V-P and as always
—to his local lodge. He would be re-
quired to attend local lodge meetings
and any training sessions hekl by the
V-P. He would be wholly dependent
upon his own initiative and aggres-
síveness.
ít is incumbent upon the deiegates
to think this matter over carefully,
and explore the' feeiings and thinking
of the: district organizers and the local
lodge organizers.

Finally, a břief reference to Broth-
er Stasa’s assertiOn that thé Supreme
Lodge ánd the fiy-Law Committee are
recomriiending a řéfuttd of 3 pér cent
of the ahnual lodge dues. As far as I
know, the Sfopreme Lodge has not ex-
pressed themseíves oíficially on this
point, but in my editorial in the Věst-
ník dated Apríl ls-t, i964, I reported
that the SUpreme Lodge and our Ac-
tuary, Mr. Werkeftthin, recommended
a réfund of, and not more t.han, four
(4) per cent. This would b’e twice the
two per cent presently being refunded.
The By-Law Committee, in their re-
port, recommended a refund of 3 per
cent
Speciál thanks this week go to Více
President Joe B, Hejny for taking the
pictures at the District Seven meet-
ing at La Parita. He ,did an excellent
job.
