By-Law Recommendations
March 27,1992
Article 33 (b) 5.
Present: "The President, Vice President, Secretary-Treasurer, and
Financial Secretary devote all of their time and efforts to
the Service of the Supreme Lodge."
Proposed: "The President, Vice-President, Secretary-Treasurer,
Financial Secretary, and Legal Advisor devote all of their
time and efforts to the Service of the Supreme Lodge."
Explanation: As per the By-laws of the SPJST, the Legal Advisor is an officer
of the Supreme Lodge. The position of Legal Advisor should
meet the same obligations as those required of the other four
Lodge officers.
We háve progressed into a time when the full focus of the Legal
Advisor is required. Many changes háve, and are still occurring
in the life insurance industry. We must stay on top of every ris-
ing situation that may affect our Society. The position of Legal
Advisor is designed to be the watchdog.
Sádly, we háve become a nation of "Sue-Happy" citizens. Juries
are awarding record-breaking judgements on suits that háve no
legal grounds. We must make sure that our Society’s interests
are protected. By amending this by-law, we can insure that we
are receíving the most protection that is available.
Article 95:
Present: "The contents of the ‘Věstník’ are managed by the editor,
elected by the Convention, who must be an SPJST member,
possessed journalistic qualifications, háve knowledge of the
Czech and English languages, be able to produce a Czech and
English section in the Vestnik, and háve a generál education."
Proposed: "The contents of the ‘Vestnik’ are managed by an editor, elected
by the Convention. The editor must be an SPJST member, pos-
sess journalistic qualifications, háve knowledge of the Czech and
English languages, be able to produce a Czech and English sec-
tion in the Vestnik, and háve a generál education. The editor de-
votes all of his/her time and efforts to the Service of the Vest-
nik.
ExplanatiomWe háve for our use, a tool that reaches weíl across the statě,
country, and world. The Vestnik, like all things must be con-
stantly adapting to the world around it.
The Vestnik is unique in that it is subscribed to by a "speciál"
group of people, a group of people who háve evolved over the
years. The position of editor requires much time and devotion.

Page 5 Article 1 (i): The word "ACTIVE" shall mean a member who is still
paying přemi um s, dues and assessments, if any;
ADD: and attend 1/2 (50%) of the local lodge meeiings on a regular
basis. (See "Full Benefit Member" for further clarification.)

This will prevent individuals from bringing friends and family
to vote for them for delegáte, local officer and trustees. (EF-
FECTIVE IMMEDIATELY)
Page 24 Article 33 (a) 5. XI.
Eliminate: No local dues will be collected.
ADD:.50 cents per month per member over 16 years of age will be
added to the member’s policy for fraternal and sociál activities
and will be forwarded to the local lodges at the same time as the
yearly prémium refund is made.
NOTĚ: If member pays quarterly (1/4), semi-annually (1/2) or annually
at the .50 cents per month for number of months paid; if paidup
policy, bili one a year.
Eliminate: All references to local lodges setting local dues or assessments.
If Supreme Lodge collects fraternal and sociál dues for all lodges at the same
time as collecting insurance premiums, the local lodges would háve nothing
against direct billing.
If all lodges háve same fraternal and sociál dues it should be no problém on di-
rect billing.
Eliminate: All references to local lodge collecting premiums.
Page 14, ADD: New paragraph before Article 12 (i) —
Each candidate for Supreme Lodge officers will be allowed
5 minutes to address the convention delegates before the
election of officers. (EFFECTIVE IMMEDIATELY)
ADD: to Article 17, Page 15 —
Standing committee members: By-law, Finance, Insurance
or Publications must háve the same qualifications as elected
delegates; Page 8, Article 4 (e) 1.- 6. (EFFECTIVE IMME-
DIATELY)

By-Law Recommendations
April 1,1992
ARTICLE 19 (b) CHANGE TO READ:
Legal Advisor should be available only for legal opinions,
with documentation.
ARTICLE 27 (d): Delete paragraph
RECOMMENDATION: That the Vestnik be printed and mailed twice a
month to cut costs.
RECOMMENDATION: That the Editor be appointed by the Supreme Lodge,
with a member of the Publication Committee be present,
and that the Editor be housed at the Supreme Lodge Office.
It would give the Editor a closer working relationship with
the Home Office.
RECOMMENDATION: That the Legal Advisor be a full time position officer
OR hold oníy one office position in one Organization or
Society, besides his own Practice, and be housed at the
Supreme Lodge office.
Reason: With the changing times, a Society such as SPJST,
there is need for legal advise at all times.
RECOMMENDATION: That all lodges be on direct billing by Jan. 1, 1993.
RECOMMENDATION: That all membership dues be collected by the
Supreme Lodge of fifty cents (.50) per month from every
member age sixteen (16) and older.
