- Display Note: Generals Scott and Funston were sent to El Paso by President Wilson to speak with General Obregon concerning Mexico's (and Venustiano Carranza's) demand that U.S. forces withdraw from Mexico, thus suspending the ongoing Punitive Expedition. The trio was to come to some sort of amicable agreement that fulfilled both nations' wants. While the first formal session of the El Paso-Juarez Conference (as some scholars call it) occurred on April 29, 1916, the group is known to have met prior informally. This photo may have captured one of those meetings since it is dated to have been taken on April 28, 1916.
