address back-to-
school concerns
DALLAS, TX—Dallas ISD
will set up a back-to-school ho-
tline to answer concerns and
questions that arise during the
first week of classes, starting
Monday, Aug. 25, the first day of
school. The parent hotline will
address school-related concerns
and ease the confusion normally
associated with the first week of
school. Parents may call the ho-
tline at (972) 925- 5437 (KIDS)
on Monday, Aug. 25, through
Friday, Aug. 29, to receive in-
formation about enrollment, bus
routes, reduced school lunch
applications, immunization re-
quirements, school location,
hours of operation and more.
The hotline will operate in
English and Spanish.
Hotline hours are:
Aug. 25 and 26: 7 a.m. to 5 p.m.
Aug. 27-29: 7:30 a.m. to 5 p.m.

BALCH SPRINGS, TX - August 2, 2014 vendors and commu-
nity members joined together at the Balch Springs Middle School
and were able to provide over 600 students with new school supplies.
The event was hosted by Love and Grace Community Church.
The Mental Health Crisis

Our country’s mental health system is in shambles, and many
of the most severely ill are being harshly excluded from treatment
systems. Many of the most severely ill are destitute or homeless. For
them, private health insurance is not an option. Medicaid is the only
way that many low-income people and the mentally ill can access
healthcare.
The Institutions for Mental Diseases (IMD) Exclusion, however,
prohibits Medicaid from paying for care received in mental health
institutions if a hospital has more than 16 psychiatric beds.
Not only is this a barrier to treatment for those who need it
most, the IMD Exclusion is extremely costly to state and federal
governments when untreated patients are stowed away in correction-
al facilities, or live on our streets.
Seventy years ago, there were 550,000 inpatient psychiatric
beds in our country. Today, there are fewer than 40,000. The IMD
Exclusion has accelerated the shortage of psychiatric beds during the
“deinstitutionalization” process because it gives states an economic
incentive to close hospitals.
It has inadvertently caused penal institutions to become ware-
houses for the mentally ill, and for many homeless people. Patients
with mental illness, especially those with severe cases, need access
to acute care psychiatric beds if they have any chance at recovery.
The consequences of non-treatment due to the IMD Exclusion
are extremely visible in our communities. People with untreated
psychiatric illness now make up one-third of the estimated 600,000
homeless population.

City of Balch Springs Brilliantly
Sparkling Diamond Dames

BALCH SPRINGS, TX— The Diamond
Dames is an energetic, enthusiastic group of cre-
ative performers living the Ms. Balch Springs
Senior Classic motto “Changing the Image of Ag-
ing.” The Diamond Dames, Ms. Rosa Hernandez
(2013 Queen), Ms. Edna Mathews (2012 Queen),
Ms. Peggy Rial (2011 Queen), Ms. Joyce Paden,
Ms. Ruthie Miles and Ms. Sue Murphy are talent-
ed performers spreading joy and entertainment at
city and community events including, ribbon cut-
tings, ground breakings, grand openings, holiday
celebrations, senior living centers, and nursing
homes throughout the metroplex.
The Mother and Daughter duo Choreogra-
pher, Tauri Matthews and Assistant, Jessica Bluitt
created a new dynamic dance routine especially
for the pageant. Tauri and Jessica received a grand
welcome from the ladies and the 19 year old Jes-
sica was voted 2014 Volunteer of the Year. The
Diamond Dames will be moving to the rhythm of
the horns in their new custom designed dance at-
tire by N’ Bare Beautiful Scarf T’s designer Nel-
lie Bennett.
Women meeting the qualifications within
the metroplex may have an opportunity to per-
form with the Diamond Dames. Women meet-
ing the residency and other qualifications may
also have an opportunity to participate in the
Ms. Balch Springs Senior Classic Pageant. The
Ms. Balch Springs Senior Classic Pageant is Sat-
urday, August 16 at the Balch Springs Library
Learning Center located at 12450 Elam Road at
3:00 p.m. Who will be crowned 2014 Ms. Balch
Springs Senior Classic Queen? Come be dazzled
and amazed by the contestant’s, Ms. Peggy Ri-
al’s, Ms. Joyce Paden’s, Ms. Ruthie Miles’ and
Ms. Sue Murphy’s, charm, talent, and stage per-
formance.
Once again Leonna Diggs, Graphic Designer
has skillfully created full color pageant programs
with business advertisements for your viewing
enjoyment. Current and prior Ms. Balch Springs
Senior Classic programs are available upon re-
quest for viewing at the Balch Springs Library
Learning Center. For additional information con-
