to promote friendship and fellowship for people interested in quilt-

The Immunization clinic is open at Irwin Recreation Center lo-
cated at 4372 Shepherd Lane on the 3rd Thursday of each month
from 1:30 pm - 3:30 pm. Cost is $10 on the first visit; $5 on following
visits. Medicaid/CHIP accepted.
Animal Shelter needs volunteers
The Seagoville Animal Shelter seeks donations, volunteers,
fosters and sponsors all year long. They are particularly looking for
volunteers at this time to help most weekends. If you are interested
in volunteering or need more information, please visit STAAR at

of wire crates, cleaning supplies and additional items to help them

choose from: lab, chihuahua, poodle, pug, terrier, great Pyrenees,

Balch Springs Encourages Citizens To Sign
Up For Code Red
The City of Balch Springs has recently upgraded its emergency
notification system. The city is now using the CodeRED Emergency
Notification System, an ultra high-speed telephone communication
service for emergency notifications and the distribution of informa-
tion considered to be important.
How It Works: This system allows the city to telephone all or
targeted areas of the city in case of an emergency situation that re-
quires immediate action, such as an evacuation, contaminated water,
hazardous chemical spill, etc. This system is capable of dialing the
entire city within a matter of minutes.
It then delivers a prerecorded message describing the situation
to a live person (or an answering machine) in the affected area. The
message could possibly include instructions requiring immediate ac-
tion on the part of the resident.

Workshop
Congresswoman Eddie Bernice Johnson will host the Small
Business Administration at a workshop with Dallas area small busi-
ness owners. The event will be held on Wednesday August 20th at
the Bill J. Priest Institute, 1402 Corinth Street, Dallas, Texas 75215.
It will begin at 4 p.m and conclude at 5.30 pm. Learn how to do busi-

Medicare Program
You do have Medicare bu still need help paying for your pre-
scriptions or have other Mediare related questions? The Dallas Area
Agency on Aging Benefits Counselors can help you apply for Medi-
care’s Low Income Subsidy Program and provide free and objective
counseling on Medicare and all related health insurance issues. Au-
gust 25th, 9am-12 pm at the Seagoville Senior Center, 304 E. Farm-
ers, Seagoville. Please bring your Medicare or Medicaid card and/or
letters and your Social Security card.

Seagoville Meeting Recaps

SEDC - The Seagoville Economic Development Corp. (SEDC)
Board held its regular meeting 6:30 PM, August 4, 2014 at City Hall.
Present were Chair Dennis Childress, Vice-Chair Stepper Sebastian,
Secy./Treas. Peggy Day, Sergio Carrasco, Ron Fowler and new ap-
pointees Dr. Don Cole and Linda Vineyard.
Techniform Metal Curving of Texas representatives Rick Jones
and Jon Harrison presented information on their company and their
desire to move from Mabank to Seagoville.
Visitor Joe Mitchell cautioned the Board to be mindful of the
more recent 4B requirements that all transactions be reciprocal in
value, not merely a free gift.
New Officers elected were Ron Fowler, Board Chair; Stepper
Sebastian, Vice Chair, and Linda Vineyard, Secy./Treas. They were
then appointed to have check-signing authority. City of Seagoville
Financial Director, Patrick Harvey, presented a financial report and
then a Budget for 2014-15 for consideration. The Budget was accept-
ed unanimously as presented.
A Hartford policy of insurance for $195,900 on the building at
105 N. Kaufman and $37,000 for the business personal property was
accepted—period 9-11-14/9-11-15.
The meeting date for September was changed to the 8th day of
the month.
Chair, Dennis Childress advised that there are several eating es-
tablishments and a couple of industrial businesses interested in our
City and these will be negotiating with SEDC to see if agreements
can be reached.
There was no action taken as a result of the executive session.
Meeting adjourned.
City Council - The Seagoville City Council and visitors met at
8:30 am on August 9, 2014 to receive the proposed 2014-15 Budget.
Both present were new speakers and a new camera which will record
City meetings for viewing on the Seagoville.us website. The Budget
was placed online at noon on August 8, 2014.
The key message for the budget highlights recently-made deci-
sions by management. It proposes capital improvements to be funded
through the issuance of general government debt to initiate the 2015
Street Improvements Program with $1,310,000 estimated to repair
Robinwood Addition, Catherine and Elizabeth/Tunnell streets. An
additional $2,700,000 for street repair will be designated by Council.
$1,403,000 is proposed for improvements for Alto Road water line;
also from Water St. to Bluff Rd.; and Shady Lane improvements. It
contemplates a tax raise which will be $.50 per $100,000 of taxable
value.
The August 11, 2014 meeting and public hearing on accepting
the certified tax roll will be reported on next week along with further
budget proposal news. The next meeting and public hearing will take
place August 25 at 7:00 pm.

City of Seagoville
Proposed Budget FY 2014-2015
The City Council of the City of Seagoville, Texas,
(the “City”) annually adopts a budget under the pro-
visions of Chapter 101 of the Texas Local Govern-
ment Code (the “Act”).
Pursuant to the Act, the City will conduct a public
hearing at its meeting on Monday, August 25, 2014.
The second public hearing will be held on Tuesday,
September 2, 2014. Both public hearings will be
held in the Council Chambers at Seagoville City
Hall, 702 N. Highway 175, Seagoville, Texas 75159
at 7:00 p.m.
The City Manager’s Proposed Budget includes ex-

PROPOSED PROPERTY TAX RATE
FOR CITY OF SEAGOVILLE
A tax rate of $0.713800 per $100 valuation has been proposed for adoption
by the governing body of City of Seagoville. This rate exceeds the lower
of the effective or rollback tax rate, and state law requires that two public
hearings be held by the governing body before adopting the proposed tax
rate.

EFFECTIVE TAX RATE $0.700827 per $100
ROLLBACK TAX RATE $0.768155 per $100
The record vote of each member of the governing body by name voting on
the adoption of the budget is as follows:

The effective tax rate is the total tax rate needed to raise the same amount
of property tax revenue for City of Seagoville from the same properties in
both the 2013 tax year and the 2014 tax year.
The rollback tax rate is the highest tax rate that City of Seagoville may
adopt before voters are entitled to petition for an election to limit the rate
that may be approved to the rollback rate.
