S I ATI-: SALKS TAX
DOES ITS JOB
There was money on hand when 1
ti i St:,*.<• T'Xa- . losetl it- bo i.
on the fiscal year ended August 31.
Infact, it was a .$73 million sur-
plus. the largest in 15 years.
This pleasant turn of circum-
stances is in sharp contrast to
the plight of a few years ago,
when the state regularly ended up
in the red, as much as $110 mil-
lion in arrears on one occasion.
The balance on the ledger clear-
ly reflects the stimulating effect
of the state sales tax. State
Comptroller Robert S. Calvert
said this single source of revenue
accounts for 36 cents of the tax
dollar. Therein lies the difference
between deficit and surplus.
In the period ahead, there will
be numerous uses to which the
overage can be applied. The cost
of state government, particularly
in the realm of education, is go-
ing up and over its present level
—39 cents of each dollar expended.
The fact there is a surplus avail-
able for ready application to fu-
ture needs speaks well for the
business-like approach to govern-
ment under Gov. John Connally’s
direction. Texas’ government to-
day looms as a going concern,
rather than the bankrupt operation
suggested.—San Antoni*
