The fate of a plan to
widen a stretch of Stella
Link Road may be
decided next week.
West University City
Council is tentatively
scheduled to meet with
Texas Department of
Highways and Transpor-
tation engineers in the
conference room on the
first floor at West
University City Hall,
3800 University Blvd.,
just after a regular City
Council meeting at 7:30
p.m. next Monday, Nov.
25, to discuss the
widening plans.
That’s the word from
West University City
Manager Dick Rocken-
baugh.
Rockenbaugh says the
council and state
highway engineers will
meet to decide whether
nr no! to continue with
the plans, which include
widening Stella Link
from Bellaire Boulevard
to Riley Street in far
southwest West Univer-
sity from a three-lane to
a four-lane road.
The project, which is
to be done by the state
highway department
with a $310,000 grant
from the Federal
Highway Administration
at the request of West
University city officials,
has been on the drawing
board for more than two
years.
City officials
requested the project in
an effort to alleviate
what they consider
traffic jams on that
stretch of Stella Link
during the afternoon
rush hour.
Plans for the project
moved along on
schedule up until
August of this year,
when the highway
department ran a
classified ad in The
Texan Newspaper
notifying readers of the
project and telling them
they could request a
public hearing on it by
writing to the highway
department’s Houston
office.
That’s when the
project hit the fan.
We got quite a tew
requests for a public
hearing,” said Ryan
Hill, environmental
planner in the state
highway department’s
Houston office. ‘‘We got
four requests from
business owners along
the stretch who are
mostly concerned about
how the widening will
affect their landscaping
along the road. We got

residents who live near
the project.”
And at a City Council
workshop on the project
last month, several
citizens appeared to
express opposition to it.
“There is no bottle-
neck (of traffic) there
now,” said Eleanor
Walsh of 3802 Byron St.,
who said she drives
down that stretch of
Stella Link four or more
times a day to transport
her son to and from
Pershing Middle School
and shop at the stores
along Bellaire
Boulevard.
If you make Stella
Link into four lanes,
“Walsh continued, ‘‘it
will create a bottleneck
at Riley Street because
the four lanes of traffic
will then have to merge
into two lanes where
Stella Link mcrgM in;
Weslayan at Riley. Why
spend taxpayers’ money
to create a bottleneck in
West University?"
As a result of the
opposition, city and
state officials decided to
reconsider their plans,
which is what they will
do at next Monday
night’s meeting.
”1 don’t know what
they'll do,” says
Rockenbaugh. "That is
why they are getting
together to discuss it.”
