We used to tote six-shooters,

But now we have consigned them

A Kansas Tax Plan.

The Kansas legislature has
submitted to the people a consti-
tutional amendment providing
for a state income tax and mak-
ing radical changes in the meth-
ods of raising revenue for state
and countv government. The
amendment provides that the
next legislature may reclassify
all property for taxation purposes
and may levy a tax against in-
comes, franchises and privileges,
the tax to be progressive and
with reasonable exemptions. The
purpose of the amendment is to
provide a state income without a
tax on personal and real prop-
erty, a plan urged in Texas for
many years by Governor Colquitt.
The Kansas idea is to have all
income, franchise and privilege
taxes go into the state treasury
for the support of the state gov-
ernment. Then it is proposed to
tax real estate for county and
school purposes only, the tax on
personal property to be available
for special purposes.
The Kansas plan may be open
to some objection®, but it will at
least eliminate the injustice aris-
ing from the varying ratios of
value adopted by counties in as-
sessing real and personal prop-
erty for state Dorposes. — Fort

All on the Dog.
The supreme eeurt of Massa-
chusetts had a case involving a
dog, an ice wagon and an auto-
mobile. The auto and the ice
wagon were passing on a public
highway, bound in opposite direc-
tions, when the dog ran out bark-
ing at the auto. He went under
a wheel and the auto skidded in
front of the ice wagon. The ice
wagon horse reared and came
down on the auto, causing in-
juries for which the owner of
the dog was sued. The trial
judge held that the dog was the
cause of the injury, and his rul-
ing is sustained by the highest
court.

Boley, Okla., is said to be-the
argest modern town in the world
inhabited exclusively by negroes.
Boley has a population of about
5,000, and there is not a white
man living or owning property
within six miles of the town. It
has ninety-six business houses,
about sixty of which are of brick
or stone. There is a $33,000
waterworks, two colleges, seven
churches, three cotton gins, a
telephsne ^system, and seven
miles of paved sidewalks. The
town boasts the highest salaried
negro postoffice in the world. —
