response to Blizzard of 2013
In a brief review of the emergency re-
sponse to the heavy snowfall and d rifting that
occurred during the blizzard that struck the
Panhandle last month, Judge George Briant
applauded county road crews this week for
what he said was “a commendable job of get-
ting roads open as quickly as they could.”
Briant said city, county and state crews
worked well together in difficult weather con-
ditions to deliver aid to the residents of this
area, and to get roads open to sometimes re-
mote locations. Commissioners Mark Meek
and Lynard Schafer both noted their use of
private contractors during the storm, saying
it provided cost-effective and efficient assis-
tance to precinct workers.
“It was cheaper than us trying to have
enough equipment to take care of something
that probably won’t happen but once every
five years,” said Meek.
“We may want to put these contractors on
alert for when we do have a blizzard,” agreed
Schafer.
First-term commissioner Coleman Bar-
tlett asked whether a contractor is allowed
to go on personal property to clear a private
road for a rural resident.
“If it’s an emergency,” said Briant, “you
do what you have to do,” adding that the re-
sponse from individuals who pitched in to
clear driveways and parking lots and roads,
and to enable access to rig locations, was
amazing.
“We’re fortunate to have the resources
we have,” he said. “All of the entities made
this happen together.”
HEMPHILL COUNTY HOTES
Work on Mesa View roads may effect Mesa View opening
Commissioner Mark Meek reported in court Monday that the county has en-
countered more logistical problems this month with work on the roads which will
serve The Mesa View Living Center. Meek said engineer Dwight Brandt had
staked off the roads in preparation for laying the road base and pouring curb
and gutter at the site, but that construction crews had run over about 20 percent
of the stakes, necessitating their replacement. “Hopefully, in about two weeks,
we’ll be ready to get everything into grade and start hauling material in,” Meek
said, adding his concern about coordinating the construction of curb and gutter
by B&B Solvents with seal-coating work by Freeman Construction out of Ver-
non. “The biggest holdup is B&B,” he said, “Their reputation and our experience
with them is that they are slow. What it boils down to is we are at the mercy of
two different contractors.” Judge Briant added a sobering note to the conversa-
tion, saying that Hemphill County Hospital director Christy Francis hopes to
begin moving residents in at Mesa View on June 1. “I told her there’s no way it
will be paved by then,” Briant said. “Before we get started with B&B, we need
to have some understanding that we can’t drag this thing out.”
Commissioners focus on final phase ef courthouse improvements
The exterior restoration of Hemphill County Courthouse is nearly complete.
All that is left is the haggling with the project contractor over the final details,
including problems with some windows and installation of a new front step.
County commissioners turned their attention to the next—and possibly final—
phase of courthouse improvements this week. They scratched out a preliminary
list of interior projects, including demolition of the former county tax office and
renovation as the new commissioners courtroom, demolition and replacement of
first-floor bathrooms, removal of wallpaper on the third floor stairwell and re-
plastering of those walls and replacement of wood trim to conform to that used
downstairs; and removal and replacement of all floor coverings on the first and
second floors. The court agreed to stick with architect Pat Ford to complete the
courthouse makeover, agreeing that his grasp of the building’s history—and
of the court’s likes and dislikes—will prove invaluable in the final phase of the
project.
The burn ban
Commissioners reinstated the county-wide burn ban Monday morning de-
spite the heavy snowfall and rain Hemphill County has received over the last
three weeks. Meek proposed the reinstatement, saying he would prefer to pro-
hibit outdoor burning until grasses green up a bit this spring. His motion was
unanimously approved by the court.
