Trustees okay move to consolidate
tax collections with Nueces County
By Mary Judson
Port Aransas school trustees
were unanimous in their approval to
authorize the district to enter a con-
tract, with certain provisions, with
Nueces County for tax collection
services at a meeting Monday, June
19.
Trustees reversed an earlier
decision to collect taxes in house at a
cost of S4.46 per parcel and opted to
negotiate with Tax Collector Ronnie
Canales for the service al93-centsper
parcel.
Trustees have met wi th Canaics
and their attorney, William Keas,
regarding revisions of the contract.
After another close examination
Monday night and agreement on sev-
eral changes, trustees voted to send
the contract to Keas for his approval.
If the contract gets the green light
from Keas it will be sent to Canaics
for his approval.
Trustees authorized Board
President Georgia Ncblctt to sign the
contract if all specifications were met.
If the contract does not meet Keas’ or
Canales’ approval, changes will be
presented to the board in writing for
further examination.
Among the changes or clarifi-
cations trustees asked for was inclu-
sion of a clause providing for leni-
ency in the event of a natural disaster
such as a hurricane, clarification of
the term “tax master”and responsibil-
ity of paying for the bond required for
collectors of school taxes required by
the state.
Trustee Rick Tinnin moved to
return the contract to Keas for his
approval and, once obtained, send it
on to Canaics for his okay. Ben Brun-
drett gave the motion a second and it
was amended to provide for any ob-
jections to the contract to be put in
writing. The vote to authorize Nsblctt
to sign the contract as amended by the
trustees was unanimous with Tercssa
Ouslcy absent.
In May, trustees were splitover
a proposal to rescind the decision to
collect taxes in house. Paul Montagna

and Ben Brundrctt were against the in
house collection procedure and Tin-
nin was notpresentat the meeting that
saw Ncblctt, Ouslcy, Salli Thomas
and DcLana Littleton vote to stay
with the in house proposal.
It was subsequently learned that
the Corpus Christi school district had
been able to negotiate a contract with
the county, so trustees agreed to try it
again when Canales extended the June
1 deadline to enter the agreement.
Trustees were concerned about
'loss of interest from the time a pay-
ment is received to the time it is de-
posited since the district is completely
reliant on tax monies and receives no
“user” fees as do other taxing entities.
The contract, however, guarantees de-
posits will be made within 48 hours of
collection and credited to the district’s
account. Any interest lost would be
minimal compared to the cost of in
house collection that would be about
$3.50 per parcel more than the
county’s cost.

mony in the ballroom of Port Royal by

Coastal Cleanup on tap
across state on Sept. 23
The 1989 Texas Coastal Cleanup
will be held on Saturday, Sept 23.
Sponsored by the Center for
Marine Conservation (CMC) and the
Texas Adopt-a-Beach program, the
public is invited to attend this state-
wide effort to protect the beauty of the
Texas coastline and the Gulf of Mex-
ico.
Volunteers arc encouraged to
mark Lheircalcndarsnow,anatomaKe
plans to attend the fourth annual Texas
Coastal Cleanup which will be held
from 9 to noon at beaches from South
Padre Island to McFaddin Beach, near
Beaumont, l^ast September, more than
5,900 Beach Buddies removed 214
tons of marine debris in just three
hours.
The Port Aransas cleanup effort
is spearheaded by the Port Aransas
Clean Team.
“This cleanup will be very im-
portant for data collection. Texans
have worked since our first cleanup in
1986 to document the kinds-and
amounts of trash on our beaches. With
the new anti-dumping legislation in
effect, MARPOL Annex V, we can
sec if people using the Gulf of Mexico
are really bringing back their trash, or
if they are still using the Gulf as a
dump,” said Linda Maraniss, Regional
Director of the Center’s Gulf Coast
office in Austin.
The new MARPOL Annex V
legislation, which became law on Dec
31, 1988, prohibits the disposal of
plastic trash at sea. This law makes it
illegal for any vessel to dump plastic
trash in the ocean or navigable waters
in tnc united Suites. Violators caught
dumping will be fined up to $25,(XX).
All ships from small boats to tankers
must comply with this new law.
“Our beach cleanup efforts are
making their mark not only on our
own beaches, but nationwide. Every
time we take to the beach, we draw
more and more attention to the prob-
lem of beach debris,” said Texas Land
Commissioner Garry Mauro. “The
dedication of the volunteers is what
makes the program go, and I’m sure
our troops will be out in force Sept
23.”
Anyone needing more informa-
tion about the September Texas
Coastal Cleanup should call 1/800-
85-BEACH or call the Center’s Texas
office at 512/477-6424.
