MEASURE AND SAYS INSURG-
ENTS ARE PAVING WAY FOR
DEMOCRATIC VICTORY
Herald Special
Winfield Kas July 10 Speaker
Cannon in an address here today said
the tariff law is a good measure and
declared that the rules of the house
are not as iniquitous as they have
been painted He said the rules were
nothing more nor less than a form
ot procedure to prevent chaos The
speaker declared that the insurgents
in congress have only been paving the
way for democratic success He com-
plained at the press which he says
sets up the cry take the tariff out of
politics and declared that the press
was the one that put the question into
politics and keeps it there He de-
clared that the hardest fight he had
ever had in congress was to prevent
the appeal of the conservation act He
said he had always found the ruels of
the house sufficient but said congress
had undergone another case of hys-
teria abounding more in ignorance
than in knowledge He found fault
wifh those members of congress who
were elected as republicans and then
gave their services to the democrats
Calling attention to Champ Clarks
prediction that the next house would
be democratic the speaker condemn-
ed the republican insurgents and their
failure to act in harmony with their
party in congress

cedence as the most remarkable of
any or the recent events connected
with Mr Johnsons candidacy
