President Roosevelt I never wrote to
Washington asking for Intervention In

piece of political work The first I
ever heard of the letter was when I
read It In the papers Mr Donnelly

tioned around the battleship Connecti-

the 29th had been Increased because
the discovery was made some weeks
ago to the effect of an obstacle which
gave thedepartment considerable con-
cern No word has reached the de-
partment as yet of the discovery of the
new obstruction It appears an officer
found this trouble and a searching in-
vestigation followed but It is Impossi-
ble to determine definitely whether the
defect is due to an accident or treach
ery and the commandant of the yard
could find no clue to the person re-
sponsible The whole subject was
guarded with the greatest secrecy It
Is always customary to guard a ship
preparatory to launching her and the
incident of several weeks ago put the
officials of the New York navy yard
constantly oq the watch In view of the
fact that there has been trouble in
Julldlng the Connecticut regarding the
work system and other labor
Jbles anxiety of the officials Tor

USE FANS IN BATTLE
Jnpnncae Soldier Carry Ilrecie
Kalaera Presented bj Mlkndo
On one side soldiers fiercely lighting
to the accompaniment of the rifles
deadly barking and the sullen roar of
cannon On the other side some In-
fantry reserves rhythmically swing
ins dainty little fans before their noses
while awaiting the summons to go Into
action Such Is a remarkably early
morning scene in Manchuria described
by Frederick Palmer in Colliers
The soldiers with the fans of course
were Japs Of no other nation under
the sun would such n thing be possible
The astonishment of the Russians
upon first witnessing this custom of
their enemies may be imagined but if
from It they gained the impression that
the little men were effeminate they
have long since learned their mistake
Mr Palmer suggest that the cool
and deliberate actions of the Japanese
soldiers may be due in part to the fans
they carry which are presents from
the emperor On them is inscribed in
the handwriting of Mnrquls Oyama
the commander In chief of the army
the words Do your best for your
country
Onn hot day writes Mr Palmer
from the front a fan mny beat up a
breeze in front of a soldiers nose
which will save him from succumb-
ing
Contrasting the methods of the bur-
ly Russians with the ngllc little yellow
men the correspondent says
A Japanese general knows that any
force however small will stay where
it is placed stay alive or dead One
company is as much like another as
peas in a pod No special units no
rough riders no kings own no stiffen-
ing of weak regiments with regiments
of volunteers or regulars There Is an
approximate lercl of courage and skill
A commander may choose the unit at
hand as a mechanic takes down any-
one of a number of equally tempered
tools from a rack If you want a
Horatius at the bridge take the near-
est first sergeant
The Russians came to the attack
with a splendid confidence a childish
moblike confidence All the way
across the Siberian steppes in their
troop trains they had been begetting
this When they see us big burly fel-
lows the leather skinned makaki
dwarfs will run fast enough They
will find that we are no colonists and
reserves we are the little fathers
chosen But the makaki know a mark
when they see one und they like to
fire at a column in close order
Mr Palmer has found cridence of
the truth of Count Tolstois charge
that many of the Russian soldiers hav-
ing no stomach for the war are forced
into it willy nilly Speaking of certain
prisoners captured by the Japanese he
saysOne
One Russian who had been found
prostrate bad been examined in vain
for any wound Tet it was with diffi
culty that he was got to walking ap
parentry hehad been scared stiff by his
baptism of fire When another un-
wounded man was asked how he hap
pened to be taken prisoner he replied
I wanted to be When a contemptu
ous comment was translated to him be
said I have no interest in this war I
dont propose to be sacrificed
INCREASE OF INSANITY

In Tlint Direction
One person In every 150 in Chicago
is Insane according to a dispatch from
thnt city to the New York World One
person in every five Is predisposed to
insanity This is asserted in the re-
port of Dr V H Podstatn superin-
tendent of the Dunning Insane asylum
Many more prominent authorities
men who have studied the subject sci
entifically for years state that insanity
has Increased there rapidly in the last
ten years It has increased all over
the world but more rapidly In Chica
go than elsewhere The percentage
of insanity to 1000000 inhabitants has
quadrupled In fifty years
At the present rate of the develop-
ment of Insanity according to the
worlds statistics says Dr James P
Lynch and with present conditions
of work and living unaltered half of
the civilized world will be more or less
insane 500 years from now and In an-
other 200 years from that time under
the same conditions most of tho Cau-
casian race will be mentally deranged
and civilization wiped off the face of
the cartli by the multitudes of Goths
and vandals of Asia

In the Kharkoff Poltava and nfca

the Xovoe Vrcmyo there Is a rapidly
growing trade in the sale of wives
frequently at Uicir own desire
The usual cause is the extreme pov-
erty of the husband who can no lon-
ger keep his wife though it is often
because the wife desires to be free
from a cruel drunken partner The
trade has become so common that few
markets arc held without such transac-
tions which arc considered so binding
that no case has been known of a hus-
band demanding his wife back
Their market value varies from f40
to 75 More is never paid
