On Tuesday August C the people
ot Texas will be called upon by their
votes either to accept or reject six
amendments to the Constitution of the
state Below Is given a synopsis of
these proposed amendments
Home For Confederate Women
1 Amendment to Section 51 of Ar-
ticle 3 or the Constitution of ho
state of Texas providing that said
section shall hereafter read as fol-
lows
The legislature shall have no pow-
er to make or grant or authorize the
making of any grant of public money
to any Individual associations or indi-
viduals municipal or other corpora-
tions whatsoever provided however
the legislature may grant aid to In-
digent and disabled Confederate sol-
diers and sailors who came to Texas
prior to January 1 18S0 and who are
cither over CO years of age or whose
disability Is the proximate result of
actual servlvc In the Confederate ar-
my for a period of at least three
months their widows In indigent cir-
cumstances who have never remarried
and who have been bonafidc resi-
dents of the state of Texas since
March 1 1SS0 and who were married
to such soldiers prior to March 1
ISSO provided said aid shall not ex-
ceed 8 per month and provided fur
ther that no appropriations shall ever
be made for the purpose hereinbefore
specified In excess of 500000 for any-
one year And also grant aid to the
establishment and maintenance of a
home for said soldiers their wives and
widows nnd women who aided the
Confederacy under surh regulations
and limitations as may be provided
by law provided the grant of aid to
said home shall not exceed 150000
for any one year and no inmate of
said homes shall be entitled to any
other aid from the stale the legisla
ture may provide for husband and
wife to remain together In the home
and provided further that the provis
meats are made in such district and
the amount charged against all such
abutting property shall be deemed
and held to be a tax against all such
abutting property and the legislature
is required to enact laws prescribing
the means for ascertaining the amount
of Texas providing that said section properly chargeable against each par
and
shall hereafter read as follows
The members of tho legislature
shall receive from the public treasury
such compensation for their services
as may Trom time to time be provided
by law not to exceed 1000 for each
year In which a biennial session of the
legislature is held under the provis
ions it this Constitution and 5 for
each day of any special session held
during the subsequent year and in ad-
dition thereto they shall receive mile-
age in going to and returning from
the state capltol not to exceed 3 cents
per mile the distance to be computed
by the nearest railroad route and the
controller shall prepare and preserve a
tabic of distances for each county scat
now or hereafter to be established
and by such table the mileage for any
cxtra session that may be called with-
in one day after tho adjournment of a
regular or called session
Improvement Districts In Cities
4 Amendment to Section 9 of Ar-
ticle 8 of the Constitution of the state
of Texas providing that said section
shall hereafter read as follows
The state tax on property exclu-
sive of the tax necessary to pay the
public debt and of the taxes provided
for the benefit of public free schools
shall never exceed 35c on the 100
valuation and no county city or
town shall levy more than 25c for city
or county purposes and not exceed
ing 15c for roads and bridges and not
exceeding 15c to pay Jurors on tho
100 valuation except for payment of
debts Incurred prior to the adoption of
the amendment September 23 A D

For Purchase of Stationery Fuel Etc
5 Amendment to Section 21 Ar-
ticle 1G of the Constitution of the
state or Texas providing that said
section shall hereafter read as fol-
lows
All printing and publishing and all
stationer paper nnd fuel for the va
rious departments and for all offices
whether created by the Constitution
or by law shall be done and supplied
as may be provided by law and for
the accomplishment of these objects
and purposes the legislature may pro-
vide nnd establish all requisite means
nnd agencies invested with such pow-
ers as may be deemed adequate and
advisable
For Improving Public Roads
G Amendment to Section 9 of Ar-
ticle 8 of the Constitution of the state
of Texas by adding thereto a section
to be known as Section 9a as follows
A majority of the property tax-
paying voters in any county or one or
more political subdivisions thereof in
this state voting at an election held
for that purpose may vote a tax for
road and bridge purposes not to ex-
ceed 30c on the 100 valuation ot prop-
erty subject to taxation In such coun
ty or political subdivision ot such
county or may Issue bonds not to ex
ceed 20 per cent of the assessed value
of the real property in such district
for such road nnd bridge purposes
provided that such tax or proceeds of
such bonds shall be expended in the
1881 and for the erection of public territory in which it Is voted and no

lic roads and highways without tho
local notice required for special or
local laws
In addition to tho foregoing cities
of more than 5000 Inhabitants may
ay out wiUiln their corporate limits
Improvement districts In which they
by and with the consent of a majority
or the taxpayers owning real estate
therein may build sidewalks and
charge the cost thereor against the
abutting property and may build
sewers and pave streets and charge
onethird or the cost thereof against
