That is a curious spectacle that
Fort Worth presents for public con-
templation The police commissioner
George Mulkey an honest upright
christian gentleman has been peti-
tioned by some 1200 voters to resign
Mr Mulkeys offending lies In the
fact that he has placed famous Hells
Half Acre under tho ban of the law
and there seems to be an element of
Fort Worths population that doesnt
like It Some men of respectability
have signed the petition because they
believe that a wideopen town
makes for business prosperity and
that certain laws ought to be winked
at In order that proseprity may not
be Interrupted
Anybody acquainted with Fort
Worth even the most liberal minded
can tell the people of that thriving
city that Hells Half Acre has never
contributed to their proseprity It
has done everything else however ex
lhaL It has produced murder
rape arson burglary and every cot
celvable vice that ever planted Its
hideous outline in the pathway of civ
illzatlon andrighteousness To wipe
it out and dedicate Its blackened area
to honest industry and legitimate
commerce were an objective which
might well challenge the efforts of to
splendid a gentleman as George Mul
key
Of course tho people of Fort Worth
do not want Mulkey to resign and he
will not resign Under the terms of
Fort Worths new charter however It
becomes the duty of the city council
to call an election for his successor
Herein we have a practical illustra-
tion of the recall principal which
has found Its way into some of our
municipal systems Twenty per cent
of the voters have the right to order
an election to put out of office a man
whose offense Is discharging his duty
The other eighty per cent may only
wait until the election and then pro-
ceed to vindicate Fort Worths good
name as they will certainly do But
the same 20 per cent may again force
an election and keep the city In tur-
moil indefinitely
The Fort Worth council should not
hesitate to call this election however
for the opportunity to proclaim to the
world that the city docs not subordi-
nate its moral welfare to purely mer-
cenary considerations should not go-
by default The election will entail
considerable expense and to many It
will seem unnecessary but It will
be worth the money to Fort Worth
whatever the cost Houston Post

student of any school liquor nor has
the student a right to buy liquor

There is absolutely no reason or ex-
cuse why any Texas boy or girl
should be sent away from the state
for an education Texas today has as
good schools and universities as any
state in the union and it costs less
to patronize the home schools than It
does to go abroad
The school board held an Important
meeting last night and elected some
new teachers and accepted the resig
nations of others School will open
on the ICth Inst The first month
will be a pay month This Is
hard luck but the people will have
to stand it Next time we will vote
more school money Maybe
Men of Palestine already some of
the state papers are beginning to ex-
press surprise that Palestine has not
long ago closed up the bonus matter
for the new State railroad Are we
going to let our reputation suffer in
this matter We have been several
years establishing a reputation for do
lng things Are we going to let that
imputation suffer now Get busy
The Herald force has been worked
to the limit this week The merchants
are hustling and our presses have
been running day and night to keep
up with the orders for printing The
local merchants are hustlers and they
mean to get the trade to Palestine If
there is any way of accomplishing
such results Incidentally the Herald
feels very good this evening
view largely prompted by selfishness
and such prayers are not apt to bring
much response If we had prayed
more for the rainB we did get the re-
sults might have been apparent
Prayers of thanksgiving are usually In
the right spirit but prayers of peti-
tion are usually selfish and get no
answer
GOOD ROADS
May not look like It now but the
time is coming when the split log
drag could be put to a mighty good

make a united pull for better roads

a candidate for the seat of United
States Senator A J Hopkins whose
term expires in 1909
Atlanta wants to entertain the na
tional prohibition convention next
year when candidates of the party
will he nominated for president and
vice president
Under tho new primary law in Mis-
souri no one may sign the petition of
more than one candidate for governor
To offset the Influence of the recent
Taft visit the state democratic com-
mittee of Oklahoma has arranged for
William J Bryan to take part in the
stale campaign According to an-
nouncement the Nebraska leader avIH
speak this week at Lawton and Okla-
homa City v
Major H D McKnlght register of
the government land office at Lawton
who has been nominated by the repub-
licans for congress In the Fifth dis-
trict of Oklahoma is a native of Ohio
and a civil war veteran He went to
Oklahoma In 1892 and has even since
been prominent in territory politics
Several candidates are already in
the field to succeed Governor Glenn
of North Carolina whose term expires
within another year Up to date the
leading aspirant appears to be William

An Interesting political development
in Missouri the past year has been
the rehabilitation of former Governor
David R Francis of St Louis who
after a decade of estrangement from
the rank and file of his own party in
the state is now said to be mora
closely in touch than he has been at
any time since the close of his admin-
istration as chief executive in Janu
ary 1893
Madison Monroe and J Q Adams
found the cabinet a stepping stone to
the presidency but this political his-
tory has never repeated itself It is
interesting to note in the same con-
nection that Secretary Taft Secretary
Cortelyou and exSecretary Shaw will
find no precedent for tho elevation of
a cabinet officer other than a secre-
tary of state to the highest honor in
the gift of the people
Lieutenant General Henry C Cor
bln who has been mentioned for the
republican nomination for congress in
the Sixth Ohio district retired from
active service In the army two years
ago He was born in Ohio and spent
his boyhood on a farm He served
through the Civil and Spanish wars
in several Indian campaigns and was
also In command of the troops In the
Philippines for a term
Norman E Mack of Buffalo the
democratic national committeeman of
New York Is still of the opinion that
Roosevelt and Bryan will be the pres-
idential candidates of their parties
next year

pines Secrelary or War Taft will be
the guest of the czar at St Peters-
burg and of the kaiser at Berlin It
is also probable that he will meet
President Fallleres in Paris
It Is the growing belief in Wash-
ington that Victor H Metcalf Secre-
tary of the Navy Is soon to retire
from the cabinet Mr Metcalf it is
said aspires to be a senator from
California

Hemphill editor of the Charleston
News and Courier will be a candidate
to succeed A C Latimer In the Unit-
ed States senate has created no little
stir among the politicians of South
Carolina Major Hemphill has never
before directly or indirectly been a
candidate for any office and yet by
virtue of his control of one of the
leading papers of his state he has
been a powerful factor in party af-
fairs for years
The executive committee of the In-
dependence league in New York 13
mapping out plans for a vigorous cam-
paign A call has been issued for a
state convention of approximately
seven hundred delegates The basis
of representation Is one delegate for
every thousand votes cast for W R
Hearst last fall The call also pro-
vides for local conventions and indi
cates that the Independence league
Intends to exercise the full functions
of a regular political party
A remarkable number of men who

The board found some difficulty to
procure a male teacher to fill the
place of Mr Hawkins Supt King hav-
ing used due diligence to find a Ger-
man scholar The board however
was fortunate in securing Miss Mar-
guerite Runagee for the position
Miss Marie McDonald and Miss
Flossie Gardner two of Palestines
bright young ladles graduates of our
High School and late students of the
State University were elected to fill
two of the vacancies
This leaves one teacher to be elect

It was contended by some of the
board that It would be best to open
the schools as a free school but a
resolution to that effect was defeated
by a vote of 3 to 2
A resolution was adopted recom
mending the city council to pass an
ordinance to prevent the building of
any livery stable or feed stable with-
in one hundred feet of any school
property
The president reported the pur-
chase of three cars of coal and receipt
of same This is sufficient for the
winter supply
From estimates of resources It Is
the opinion of the board that one
month of pay school will be sufficient
o make out the nine months term It
is hoped that lwitrons will enter their
hlldren for the first month
