reinforcements.
This writer had a talk
with Mayor J T. Newman
on the subject Monday af-
ternoon and he informed us
that It did not. However, the
Mayor said, any Individual
wishing such steel rein-
forcement on his particular
Job may have it at an addi-
tional expense, of course.
In a personal survey pri-
or to suggesting a paving
program to citizens of Cue-
ro. Mayor Newman visited
Brownsville, McAllen and
Ganado, all of which has
conducted more or less re-
cent paving programs under
the plan offered In this
city. In all three of the
above-named townv the
curbing and guttering was
laid sans steel reinforce-
ment and there had been
no instance of misalign-
ment or chipping, the May-
or said
Mr. Newman also said
that the curbing in front of
his own home on First
fitreet was laid some ten
'ears ago without remfor-
rement and ’hat the lob
was completely satisfactory.

formal moratorium on atom tests

that the United States is ready
to resume nuclear tests unless
Russia reaches agreement with

which started in October 1958.
The first Russian reaction came
in an editorial in the Communist
newspaper Pravada

nuclear tests which were "again-
