AUSTIN — The U.S. De-
partment of Justice on Aug. 22
announced it would file a law-
suit against the State of Texas
over the state’s voter photo
identification law, passed as
Senate Bill 14 in 2011.
In filing the lawsuit, the
federal agency said it seeks a
declaration that SB 14 violates
Section 2 of the Voting Rights
Act (non-discrimination
requirement) and the voting
guarantees of the Fourteenth
(due process and equal protec-
tion) and Fifteenth (right to
vote) amendments to the United
States Constitution. Accord-
ing to a news release by U.S.
Attorney General Eric Holder,
head of the Department of Jus-
tice, “The United States’ com-
plaint contends that SB 14 was
adopted with the purpose, and
will have the result, of denying
or abridging the right to vote on
account of race, color or mem-
bership in a language minority
group.”
Gov. Rick Perry and Texas
Attorney General Greg Abbott
reacted with releases of their
own. Perry said, “The filing of
endless litigation in an effort to
obstruct the will of the people
of Texas is what we have come
to expect from Attorney Gen-
eral Eric Holder and President
Obama. We will continue to
defend the integrity of our elec-
tions against this administra-
tion’s blatant disregard for the
10 th Amendment. ’ ’
Abbott, on behalf of the
state government, has filed 25
lawsuits against the Obama ad-
ministration over a variety of is-

Golf Carts and ATV’s
are not Exempt from
the Rules of the Road
by Greg Parrot
Crosbyton Chief of Police
This summer has been an
amazing one. We have been
blessed with sunshine and rain!
Families have been able to en-
joy time together and outdoors.
Some have taken advantage of
the outdoors by enjoying the re-
laxation and inexpensive means
of transportation by driving an
electric or motorized golf carts
and ATV vehicles. But please
remember, like any other ve-
hicle on the roadways, these
modes of transportation and
recreation are governed by a
set of laws both enacted by the
State of Texas, and by the City
of Crosbyton.
Golf Carts operated within
Crosbyton must registered, as
per City Ordinance. A onetime
cost of $10.00 is required by
the owner of the golf cart. In
addition, the vehicle must con-
tain side reflectors, an opera-
tional parking brake, a rearview
mirror(s) a slow moving vehi-
cle emblem and front and rear
lights that are operational. In
addition, the driver of the golf
cart must be at least 16 years of
age, and must possess a valid
Texas driver’s license. If the
driver is under the age of 16 and
does not have a driver’s license,
he or she must be accompanied
by a person who is at least 21
years of age, and who possesses
a valid Texas Driver’s License.
As with any vehicle, the driver
of the golf cart must adhere to
the vehicle operational laws of
Texas. “Our office has received
several complaints about under
aged drivers, and drivers op-
erating golf carts in an unsafe
manner,” reported Chief Greg
Parrott. “We remind golf cart
owners that the privilege to
drive a golf cart on the streets
in Crosbyton is just that- a
privilege. Those individuals
driving golf carts will be held to
the same standard that a person
driving a car or pickup will be
subjected to.” Failure to abide
by these conditions could result
in a fine and loss of Golf Cart
registration permit privileges.
ATV’s have become a
handy tool for farmers and
ranchers. However, when they
are driven on public roadways,
they must be done so responsi-
bly, and within the requirements
of the law. An ATV may only
be driven on a public roadway,
if it is used in the connection of
agriculture related business, and
it possesses an orange in color
atop an eight foot long pole,
which must be attached to the
back of the ATV.
Children under the age of
14 must be in direct supervision
of the child who is operating an

ATV.
If your ATF is not a farm
or ranch related implement by
definition, then it cannot be op-
erated on a public roadway. The
driver may cross a public road
with the ATV, only after first
coming to a stop, and then en-
gaging the vehicles headlights
and tail lights as he or she is
moving across the road.
“We understand the conve-
nience and fun these types of ve-
hicles provide,” agreed, Parrott.
“Unfortunately, many tragedies
have occurred across the state
of Texas, which have resulted in
deaths of individuals operating
ATV’s. The South Plains is not
immune to this phenomenon.”
Should you have additional
questions regarding the use of
your golf cart or ATV in Cros-
byton, please contact City Hall
at 806.675.2302.
