Texas Highway Department's
July Construction Cancelled
The Texas Highway Depart-
ment today cancelled the month-
ly contract letting scheduled
for July 24-25. The Depart-
ment had planned to let con-
tracts for 18 highway projects
at the regular monthly letting.
B. L DeBerry, State Highway
Engineer, said that failure of
the Congress to approve a Fed-
eral-Aid highway bill “has
left the State with no alterna-
tive, but to cancel the July
letting.”
The Congress adjourned last
year without approving a high-
way bill when the House of
Representatives was unable to
muster a quorum on the final
day of the session during a
debate over diversion of High-
way Trust Fund revenues to ur-
ban mass transit.
Both Congressional bodies
have approved highway bills this
year, but they are tied up in
conference committee in a dis-
pute over basically the same is-
sues.
In recent months the Texas
Highway Department has been
financing all highway construc-
tion with pure State funds under
an interim Congressional action
which providea that the State
would be reimbursed for such
costs when the regular bill
finally is approved.
Yesterday the House of Rep-
resentatives approved another
interim measure to provide $1
billion for Interstate highway
construction and $500 million
for other primary and sec-
ondary highway building. Earli-
er, the Senate had approved a
similar measure which would
have provided temporary reim-
bursement for the States who al-
ready had committed funds.
The measure still must go back
