Registration blanks for con-
sumers, retailers, and wholesal-
ers are being distributed today
by the Office of Price Adminis-
tration ,n preparation for sugar
rationing. They are expected to
arrive at tne office of the No-
lan County nation board soon.
The clanks for both sellers
and consumers of sugar are en
route to 3,090 county clerks, who
will he custodians of them pend-
ing delivery to the local ration-
ing hoards and school superin-
tendents, who have immediate
charge of the registration job.
Retailers and wholesalers have
been asked to fill in the forms
in advance of formal registra-
tion on April 28 and 29 at high
schools. But consumers’ blanks
will be filled out by registrars,
not the users. May 4 to 7 In ele- j
mentary schools. School teachers ,
and volunteers will serve as |
registrars for both, according to !

Both sellers and consumers;
will be penalized if they have '
sugar hoards in excess of deter-
mined figures. Households hav-
ing more sugar then two pounds |
for each individual will have ,
stmaps torn out of war ration ■
book No. 1 to balance this ex-
cess. If it is more than the
amount fixed for eight stamps,
the consumer will not be given
a book at the time of registra- j
tion. Retailers and wholesalers |
will have to surrender stamps j
or purchase certificates for any |
excess over the allowable in-
ventory.

consumer subject to penal-
ties running up to a $10,000
fine or u year in jail.
One member of the family
may register for all the mem-
bers. However, a maid, hoarder
or other non-related guest Will
have to make separate applica-
tion for a ration book.
