penltentiaiy system according
to the opinion of Bailey W.
Hnrdy Legislative Itepresi ntat-

Counties who has been in a
position to study very ilosely
the conditions of the present
puson plant while attending
the special sessions of the Le-
gislature. Governor Dan Moody believes
that a new system is needed.
He has babied a bill in the Le-
gislature for two sessions ear-
nestly attempting to put over
his Idea of what the ptlson sys-
tem should be like In hli at-
tempt to do this the Legisla-
tors have made inspection trips
to the "Iluntstille Walls" and
through the tanous fatms con-
nected with the system Much
bitter bantering between t'ic-
opponents of the new peniten-
tiary bill and Governor Moody
and his followeis has ipsulted.
Desp.te hig consistant "hold-
ing out" foi the new prison
system which Governor
Moody says should be relocated
at a central point nearer to
Austin and made Into n self-
sustaining industrial plant the
Governor's bill wns defeated be-
fore the adjournment of the
last session and the House's re-
habiliation bill was tassed.
Governor Moody made this bill
a law by letting it go without
his signature. He would neither
veto it or sign it. saying to the
last that the bill passed was not
the one best suited for tho
circumstances.
Representative Hardy disa-
grees with Moody concerning
the prison as do most other
members of the lower House
"I do agree that the prison
plant needs repairing many
new buildings are needed and
tarious other pinna of Improtc-
menta should be inaugurated"
Hardy said "but I am also con-
vinced that a new system is not
necessary and that our present
one could bo made into u pay-
ing proposition."

that the prisoners have nothing
to do. Less than one-half of the
