(Continued from page 2)
But the moat important
factor in growth and decline
of cities, according to a new
report by Robert I. Ryan,
editor of Texas Business Re-
view at The University of
Texas, is not birth rates but
job opportunities or lack of
them. One hundred and
eighty-five of the 254 coun-
ties actually lost population
through migration in the
last decade. The Negro pop-
ulation increased during the
sixties at a 65 per rent high-
er rate than the white pop-
ulation.
STATE JOBS TO IN-
CREASE—State employment

The l-eague, a privately-

58,700 to between 78,000 and
95,000 by the fiscal year
1980. The average cost per
employee is estimated by
TRL to increase from $9,174
(a 1972 figure) to more
than $12,000.

From Crime
Prevention
Council
The following is a message
from the Texas Department of
Public Safety. If you look upon
organized crime as some kind
of glamorous brotherhood,
think again. Stripped of its
movie image, organized crime
is nourished by the tainted
dollars of the drug traffic,
backroom bookies, the loan!
sharks, the car theft rings, and
even the seedy peddlers of
pornography. Like cancer, it
spreads when undetected and
unopposed. But we can make
Texas off-limits to mobsters by
supporting good law enforce-
ment-and by recognizing that
organized crime cannot sur-
vive in a climate of public
concern and respect for the
law. Supporting organized
crime is easy. Stopping it is
the challenge.
