DISASTER IN AUSTIN?
The Texas Legislature will
reverse its course for the
next 10 days or adjourn with
the distinction of having done
little that is good and much
that is wrong. The prospects
for reform are not bright.
Don’t assume our disgust
centers in legislation for re-
turn of the open saloon. We
didn’t expect anything dif-
ferent but, gullible as we were
we didn’t expect the liquor
lobby to write the legislation
for rubber-stamp approval.
Restrictions on sale are just
one notch above zero.
The new tax bill socked the
consumer of everything but
liquor and beer. Pre-ref-
erendum promises of tax rev-
enue from mixed drinks have
a hollow echo now. Even
so, be assured there is more
revenue in the estimates than
there will be in the audit when
another year rolls around.
The Legislature approaches
adjournment without any im-
provement in our traffic safety
code. The law relating to
suspension of licenses must
be improved, as must laws
relating to the drunken driver.
Other improvements in the
code should be mandatory.
The House, tightening the
law on drunken drivers, start-
ed toward legislative action
last week. ft could be a
sign of an awakening.
The Texas Bar Association
has recommended major im-
provements in the family code.
Fathers of illegitimate child-
ren would be required to pro-
vide support. The adoption
procedure would be revised.
There are other recommen-
dations which hang in the
balance.
We believe the citizens of
Texas have had enough of a
lobby-controlled Legislature.
The control is quite evident
in the hurried action for the
wide-open saloon. It must
be the only excuse for a House
committee reporting favor-
ably another pari-mutuel bill.
Even the committee should re-
call voter reaction to that
just a short time ago.
There is proposed legis-
lation in the mill to repeal
the Saturday - or - Sunday
closing law. This is but an
example of the evil forces
which are forever raising
their heads.
There also is legislation
pending which would subsidize
parochial schools. Advocates
of the tax dollar for church
schools cloud tiie issue with
their cry about double tax-
ation — taxes for public
schools while having to pay
tuition for their children in
parochial schools. They for-
get there is no compulsion
in the latter and ignore the
double taxation which will
come our way if we have to
support both church and public
schools.
The 1971 Legislature faces
now the almost impossible
task for an overaU perfor-
mance in which there can be
any pride. More of the same
in these closing days and the
Legislature can best be de-
scribed as a disaster. --Bap-

MEDDLING POUTICAINS
ft seems now that when a
man gets elected to public
office, he immediately sets out
on a search for any phase of
our private lives ot business
that may not be controlled by
the government Then he im-
mediately goes about the job
of trying to introduce legis-
lation to regulate every move
we make.
He will complain loudly in
public about the high cost of
government then turn around
and vote to establish another
bureau to regulate us some
more.
You know, it’s real easy to
get legislation passed to re-
gulate almost anything. If the
legislature wants to pass a
bill to regulate your business
I’m not going to complain
too much. And if they pass
a law to govern my business,
you’re not going to be too
upset.
So they really don’t have to
fight but a few of us at a time,
and the majority of people in

turn comes. Then they wonder
why someone doesn't help’
them oppose unfair govern-
ment regulation of private
businesses.
If the government planners
haven't reached you and your
business yet, don't feel too
smug. They’ll be there soon.

Social Security
Checks Increase
This Month
Social security checks to
Grayson County residents will
be fatter beginning this month,
reflecting a recent raise in ben-
efits.
According to Gus Jones, So-
cial Security manager, checks
for May will include an addi-
tional $91,000 for some 11,500
recipients. The increase is due
to a genral 10 per cent in-
crease in benefits signed into
law by President Nixon on
March 17.
Payments due to reach so -
cial security beneficiaries on
June 22, will include the 10 per-
cent increase retroactive to Jan.
1.
The increase raises the month-
ly benefit rate of social security
payments to $2.9 million paid
to 26.2 million persons across
the nation, Jones said.
The average monthly bene-
fit for a retired worker will in-
crease from $114 to about $126;
for a retired couple from $199
to about $219.
A widowed mother with two
children will receive an aver-
age of about $324, up from $295.
A disabled worker with a wife
and one or more children will
receive about $296, up from
$269.
The special monthly pay -
ments made to certain individr
uals age 72 and over, who are
not insured for regular social
security benefits, will reflect a
five per cent increase, from $46
to $48.30 for an individual. A
couple will receive $72.50 in -
stead of $69.

Marijuana is a generally
harmless intoxicant that pro-
duces serious psychological
effects only in users who are
emotionally distrubed to be-
gin with. So, at last,' run8
the prevailing view, held by
potheads and professional re-
searchers alike. Last week,
a challenge to that idea came
from two Philadelphia psy-
chiatrists who believe that
regular pot smoking can cause
grave psychiatric ills, includ-
ing pyschosis, even in young
people who previously were
stahgl.
Writing in the Journal of
the American Medical As-
sociation, Dr. Harold Ko-
lansky and Dr. William T.
Moore reported that all 38
patients in their study were
adversely affected by smoking
pot. Of eight who became
psychotic, four tried to kill
themselves, and 13 unmarried
girls who became promicuous
(some with other girls and
some with both sexes) seven
became pregnant. Eighteen
developed anxiety, depres-
sion, apathy or poor judg-
ment, mid many had trouble
concentrating, remembering,
speaking clearly, and distin-
guishing fact from fantasy.
None of the patients, who were
from 13 to 24 years old, used
aiiy drug but pot and none
,had history of serious mental
