crime and to addrett some of the problem* we have in
prosecuting successfully tho*e guilty of crime.
For instance, one recommendation would allow

safeguard* ho prevent abuse, had been determined to he
dangerousorlikely to jump even very high bail

their victims.
Criminal procedure would be modified to prosncl
