THE TIT OF THE K EKRC
Obviously, our econo-
my ia in serious trouble
TV pending recession.
runaway inflation and wor-
ries over energy. however,
arc only tV tip of IV
iceberg.
For three decades we
have operated under the
premise that our economy
could be controlled and
manipulated like aa
economic shell game Dur-
ing tV first two decodes of
the debacle, we were delud-
ed into complicity, because
we were competing with a
world that had been
devastated by war. had no
industrial capacity and httle
or no capital or icchnotogv
In 1979, iV situation is
guile different Japan and
Western Europe did, in two
short decades after World
War II, build industrial and
technological bases that
now surpass our own
Taiwan. Hong Kong end
other Eastern nations have
done the same TV Arab
aad African nationi sud-
denly awakened to our theft
of their natural resources
and began fining their new
economic muscles, thereby
destroying our mythical
self-security,
Today, our national
debt is to be over S900
billion by Fiscal Year 1990
— interest on the debt atone
witt approach S90 billion
annually and will continue
to go up btlliooi every year
Our monetary system is a
shambles Unfortunately,
solutions to these concerns
•ill not be easy Obviously,
our list of needed change ia
long, but in my judgment,
we must start with these:
1. A Balanced Federal
Budget — Only by halting
the massive deficits will we
start to control inflation
and once again allow our
economy to generate is
own needs rather than
government-imposed reac-
tions.
2. Monetary Reform —
Unlimited paper money has
never worked — and never
will We must stork toward
a sound currency through
sensible monetary reform
that has some control on
This means realistic reform
in all tV welfare systems
We waste billions cncourag
mg people not to work,
while those who need help
can't get what they need
Also, s»e must V realistic
about the needs of industry
— we must reform laws to
give our industrial base tV
opportunity to modernist,
grow and become more pro-
ductive
Bon and Trade Prgcftom
It M estimated ihat over-
regulation costs SI SO billion
a year. Recogniamg this,
bills have been introduced
this session to require
sunset review of til pro-
grams and CongressMMtol
review of agency rate-
making
la 1971. tv U S. had
inC vfvOfKJ Kmfii pfOUtH
tivtty increase of My major
industrial country — only
2.) percent Our fined in-
vestment was only 17 per-
cent of our CNF. tV
world's lowest for in-
dustrial nations This is tV
iceberg below those symp-
toms of inflation and
energy coats. When we
speak to these concerns
realistically, all those symp-
toms will improve Only
then cm we solve our
tV amount of net
tV Federal government has
tV ability to issue
3. Taa Reform — Our
Social Security System is
bankrupt, and yet we have
some X) miiboi people
dependent on M for basic
survival At tV same time,
those paying into t V system
are being gouged with ab-
solutely unreasonable taa
levels In addition, our pro-
gressive income taa rate
has. through iaflatioa,
driven tV great mass of
our families into unreal
and counterproductive
brackets. These events, plus
double digit inflation, have
destroyed family savings ef-
forts, driven (V average
family further in debt and
severely rcstncied tV quaJi
ty of life for all our people.
