Although Ihe significant pay increase approved Inst year
has begun to turn the ode. we must do stsll more to bring
military pay and benefit levels to a level comparable to that
which our talented and dedicated service members could
expect to receive in civilian life. The budget proposals asks
tl I billion to cover a 5.1 percent "comparability" pay
increase, in addition to that which will be required to for a
cost-of-living increase at the end of the fiscal year
The largest incream m the budget authority requested
~ SI3.7 billion m fiscal year IBM — is for modernization
of our forces. Wc must fully use our technological genius
to begin to rebuild our industrial capability to manufacture
the best equipment possible These attributes always have
been our primary strengths, but wc have not invested
enough to maintain our fechnoksgtcal or mdu<trial edge
Approving these funds for modernizations will begin
to correct the deficiencies that have resulted, by giving ut
more and better tanks, helicoptcn, vehicles, weapons,
airplanes and missiles.
Finally, another large chunk,}).! billion is necessary
for shipbuilding We must have naval superiority because
we depend on sea lanes to bring ut so many products
essential to our security and a prosperous economy We
have only the most tenuous edge in naval capability now, if
we have not already fallen behind
All of us realize that this is a time of economic cmn,
and each federal dollar spent must be weighed to make
sure its expenditure tt absolutely essential We have made
tome economies in lesser priority defense spending, but the
increase* I have outlined are of the most vital importance
If wc fail to maintain our place in the world, wc »t| find
ourselves living on a Soviet-dominated planet Wc cm not
allow that to happen.
