New Federal Law
Affects Financing
Austin. Texas REALTORS in Texas are urging property
owners to join them to push for changes in a new federal law
that will dramaticaly restrict the ability of property sellers to
provide purchasers with affordable financing during times of
high institutional mortgage interest rates, according to
William C Jennings, president, of the Texas Association of
REALTORS
"The federal government should be doing everything it
can to bring interest rates down instead of forcing sellers of
many homes and farms and the sellers of all commercial
properties to charge even higher interest rates If this new
law goes into effect it will be a severe blow to homeowners,
farmers and small business people." he said.
Jennings explained that the Tax Reform Act of 1984.
signed into law in July, contains a substantial increase in IRS
minimum tax rules for seller financing that will go into effect
January 1. 1985. unless further action is taken before
Congress adjourns October 4
"Seller financing made many property transactions
possible during the 1981-82 period of record high mortgage
rates Now. at the very time that conventional interest rates
once again are back at levels too high for many people to
afford, the new law could virtually preclude many property
transactions.
"But the time remaining for action this year is short,"
Jennings said REALTORS across the country are
contacting their U S. representatives and senators to urge
them either to repeal the rule or to expand the exemptions
from it. We are calling on concerned property owners to do
the same. With concerted effort, we all may be able to
prevent this impending crisis."
Bass Club Plans Oct. 9 Program
The West Bass Club will have a program on October 9 on
"Johnny Stewart Game Calls."
The public is invited to attend this program which pertains
to all predator calling, deer hunting and all aspects of wildlife

Who is Lloyd Doggett,
Where Does He Stand
Congressman Phil Gramm's opponent in the U S. Senate
race, state Sen Lloyd Doggett of Austin, has spent
considerable effort in both the runoff campaign and now in
the general election race attempting to deny his own ten-
year record as the most liberal member of the state
legislature.
Meanwhile, Congressman Gramm has run proudly on his
record of three terms in the United States Congress. Texans
elected Phil with a mandate to reduce their tax burden, to
cut government intervention in their lives, to regain control
of the way federal bureaucrats spend the taxpayer's money.
And Phil Gramm has worked hard and effectively to make
good on that mandate so the working people of Texas can
earn their way in productive, taxpaying jobs.
But the question in the minds of many folks is, “Just who
is Lloyd Doggett, and what does he stand for?” Here's a
look at how those who cover Lloyd Doggett describe him,
and a view of the record as an Austin legislator that he has
been trying so hard to disavow
-“If there is any group that Lloyd Doggett is expecting
support from in his underdog campaign for the U. S. Senate,
it is the liberal and moderate party activists who have
supported him in his ten years as a state senator from

-“The first objective is to get someone who will be
effective,’ he said. The next step, he said, will be to ‘try to
get as much as possible for labor in Texas.' Beaumont

has harshly denounced Reagan’s economic policies at every

active leader in the city of Austin’s pro-freeze referendum

Gay Rights. “In his response to the AHRC (Alamo
Human Right Committee) questionnaire Doggett warned
that strides made by the gay community can be lost because
of the political climate set forth by the Reagan
administration, the new right, the Justice Department and
religious fundamentalists. He cautioned gays must continue
to be ‘visible, vocal and vigilant ’ ’’ San Antonio Express-

Guaranteed Right-to-Work. “Hilary Doran, a Del
Rio businessman and former (Democratic) state legislator,
said Monday that state Sen. Lloyd Doggett, democratic
nominee for the U S. Senate, voted not once, but three
times against the right-to-work provision ” The Associated
Press. Aug. 28. 1984
Lloyd Doggett also has labeled the rescue of innocent
American students in Grenada “gun boat diplomacy” (Port
Arthur News, Nov. 1, 1983), has urged the federal
government to begin paying for abortions (Gainesville
Register, Aug. 14, 1984), and even voted twice against
raising the drinking age to 19 (Senate Journal, 66th and
67th Legislatures).
Lloyd Doggett's colleagues, perhaps the best judges of his
record, also know the score. Lt. Gov. Bill Hobby “said
Doggett had a history during his ten years in the Senate of
‘devious parliamentary devices,’ ’’ adding, “it was
intellectual dishonesty, to say the least.” (United Press
International, May 31, 1983) And when Doggett attempted
to let his “sun set” on the Texas Employment Commission,
STATE Rep Lloyd Criss, D Texas City, noted that Doggett
“ ‘tried to intimidate the House and in the process he killed
any chance of compromise.’ ’’ Criss went on to say that it
was a case of “ 'an ambitious politician' ” who was willing
“ to threaten so much misery for Texas' ’’ if he couldn't get
his way (United Press International, May 30, 1983). “ He
cold-shouldered me...there’s always kind of a wall around
him, a glass wall around him,’ ” said state Sen. John
Montford, D-Lubbock (Fort Worth Star-Telegram, June 1,
1984). Lloyd Doggett is “ ‘one of the biggest liberals in the
state,’ ” added state Sen. Bill Sarpalius, D Hereford
(Lubbock Avalance-Journal, May 10, 1984).
We believe that Texas voters face the clearest choice in
decades, lt is a choice between Phil Gramm, who supports
traditional Texas values, and Lloyd Doggett, who backs big
spending, more taxes and gay rights and who rigidly
opposes national defense, right-to-work and the death
penalty.

1984- Most commercial lending

provisions, since they have a
staff of legal advisors on

average homeowner does not,

According to the Internal
Revenue Service, ‘any person’
who receives interest of $600 or
more annually on obligations
secured by real estate must
report to the IRS the name,
address and tax identification
number of the mortgage interest
payor and a copy of this notice
must be sent to the payor.
Lenders will also be required
to report all foreclosures,
including the borrower’s name,
a property description and an
account of funds owed and/or
reduced.

Senior Citizen “Benefit Show” This Sunday
Cause Inc., Meals on Wheels division in Hillsboro, is
to have a benefit show from 2-6 p.m. this Sunday at
Lee’s Super Skate on Old Brandon Road in Hillsboro.
Music is to be provided by Bobbie Harper and her
band.
Admission is $3.50 and $2 for senior citizens.
Tickets are available at the door or at the Village Cafe
in Hillsboro.
RegO Announces Voluntary Recall of LP-Gas
Regulator
The RegO Company, Chicago, Illinois, today
announced the voluntary recall of RegO Model 210
LP-Gas (liquefied petroleum gas, bottled gas)
regulators because of a possible fire/explosion hazard.
Without warning, the RegO Mode! 210 LP-Gas
regulator may suddenly allow high pressure LP-Gas to
pass to appliances, hot water heaters and furnaces
fueled by LP-Gas.
The regulators’ failure to regulate LP-Gas pressure
within allowable levels can occur when an internal
mechanical component in the regulator fails. Fire and
explosion can occur and result in severe property
damage, personal injury or death.
The RegO Model 210 regulator will be replaced by a
RegO Model 302V9P at no cost to the consumer.

West YHT Sponsoring First Aide Course
The West YHT Chapter will sponsor a First Aide
course to be taught by the American Red Cross during
the month of October. The 8-hour course is scheduled
for October 11, 7-10 p.m.; October 16, 7-10 p.m.;
and October 18, 7-9p.m.
Registration for the course is $12, and each
participant will receive two books in addition to the
training. Any interested persons need to contact Carol
Filer at West High School (826-3711) as soon as
possible.
Foreign Ownership of U.S. Farmland Small
While foreign ownership of
U.S, farmland is a concern to
some people, the level of
such ownership is relatively
small and has remained fairly
stable.
Just over one percent of
U.S. agricultural land, about
13V2 million acres, is owned
by foreign investors while in
Texas that amount is even
less (about six-tenths of 1
percent), says an economist
with the Texas Agricultural
Extension Service, Texas
A&M University System
Fifty-seven percent of this
foreign-owned land in the
U.S. is timberland, 24
percent is pasture and 14
percent is cropland.
In Texas most of the
foreign-owned agricultural
land also is timberland in the
eastern one-third of the state,
points out Dr Bill Rlark
While the total amount of
foreign-owned land in Texas
is relatively small, it is spread
out over much of the state,
adds the economist Fifty-
seven percent of Texas’
counties have one or more
foreign landowners, with the
largest number in Hidalgo
County in the Rio Grand
Valley. One-seventh of the
land in that county belongs to
foreigners.
Other counties with a large
number of foreign
landholders are Cameron,
Collin and Harris.
Despite the wide
distribution of foreign-owned
agricultural land in Texas,
only 19 percent of the
counties boast a foreign
ownership of 1 percent or
more of their land, says
Black.
Where does the money for
these land investments come
from? Leading countries in
U.S. agricultural land
ownership are the
Netherlands Antilles, Mexico,
Germany and Canada, notes
Black. Others are Greece, the
Netherlands, Switzerland, the
Bahamas, the United
Kingdom and Lichenstein.
U.S. corporations with five
percent or more foreign
ownership own about 63
percent of all foreign-held
acreage, the economist points
out. The remainder is held by
foreign persons not affiliated
with a U.S. corporation.
The largest amount of
foreign-owned acreage,
mostly timber, is in Maine,
but most foreign land
holdings are concentrated in
the South and West, says
Black.
There it one mile of
railroad track in Belgium
for every one and a half
square miles of land.
