Be It resolved by the Legislature
of the State ot Texas:
Section 1. That Section 11, o{
Article 7, of the Constitution of the
State of Texas, as amended by a
vote of the people by virtue of
Senate Joint Resolution No. 7, pass*
ed at the Regular Session of the
41st Legislature, be, and the same
is l^sreby amended so as to here-
after read as follows:
Section 11. In order to enable the
Legislature to perform the duties
• set forth' in the foregoing Section,
it is hereby declared all lands and
other property heretofore set apart
and appropriated for the establish-
ment and maintenance of the Uni
verslty of Texas, together with all
the proceeds of sales of, the same,
heretofore.made or hereafter to 6e
made, and ail grants, donations and
appropriations that may hereafter
be made by the State Of Texas, or
from any other .sqnrce, except, don-
ations limited to Specific purposes
shall constitute and become a Per-
manent University ljund. And the
same as realized and received into
the Treasury of the State-(together
with such sums belonging to the
Fund, as may now be in the Treas-
ury)., shall be invested In bonds of
the United States, -the. State of
Texas, or counties of said State, or
id School Ronds of municipalities,
or in bonds of any pity'of this State,
or in bonds issued under and- by
•virtue of the Federal Farm Loan
.Act approved by the President of
the Unted -States, /uly 17, 1916, and
amendments thereto; and the In-
terest accruing thereon shall'be sub-
ject to appropriation by the Legis-
lature to accomplish the purpose
declared in tho'foregoing Section;
provided that the onvfctenth of the
alternate Sections of^ the lands
granted to railroads, reserved by
the State, which we.e set apart and
appropriated to the establishment
of the University of Texas, by an
Act of the Legislature ot February
11, 1858, entitled,: ‘An Act.to estab-
lish the University of Texas,’ shall
wot be included In, or constitute a
. part of,- the Permanent University
Fund.”
Sec. 2. Said proposed amendment
shall be voted on by the electors
of this State qualified to vote on
Constitutional amendments at an
election to be held throughout-the'
State on the first Tuesday after the
first Monday in November, 1932,

Section 1. That the Constitution
of.the State,of Texas,'Article 16, be
amended by adding thereto another
Section,. Section 60, which shall
read as follows:
"Section 60. That the. Constitu-
tion of the State of Texas be so
amended as to authorize a Texa3
Centennial, commemorating the
heroic period of early Texas history,
and celebrating a century of our
Independence and progress, to be
held at such times, places and in
such manner as may be designated
by the Legislature of Texas.
That the Legislature of Texas be
authorized to make appropriation
for the support and maintenance
thereof;, provided, that this author-
ization shall not be construed to
make appropriations .for any other-
future exposition or celebration of
any kind or character.”
Sec. 2. The foregoing Constitu-
tion Amendment shall be submitted
to a vote of the qualified'electors
of this State at the next general
•election to be held on the Tuesday
after the first Monday in November,

•' "Section 1. The following class-
es ot persons shall, not be allowed
to'vote in this State, to-wit:
i First: Persons under twenty-one
(21) years of age.
Second: Idiots and lunatics.
Third-: All paupers supported by
any county.
Fourth: All persons convicted
of any felony, subject to such ex-
ceptions as the Legislatures may
make. *- - >
Fifth: Ail soldiers, marines and
seamen, employed In the service of
the Army or Navy of the1 United
States. Provided that this restric-
tion shall not apply to officers of
the National Guard of TexaB, the
National Guard Reserve, the Offi-
cers Reserve Corps of the United
States, nor to'enlisted men of the
National Guard, the National Guard
Reserve, and tho Organ Ized^Reper-
ve4 of the United States, nor to re-
tired .officers of the' United States
Army, Navy, and Marine Corps, and
retired warrant officers and retired
enlisted nflen of the United States.
Army, Navy*and Marine Corps.”
Sec, 2. Thai. Section 33 of Ar-
ticle 16 of the Constitution of the
State of Texas, be amended so as
to read as follows:
“Section 33. The Accounting Of-
ficers of this SRite shall neither
draw nor pay a warrant upon the
Treasury in favor of any person, for
salary or compensation as agent,
officer or appointee, who holds at
the same time' any other office or
position of honor, trust or profit,
under this State or the United
States, except as prescribed in this
Constitution. Provided, that this
restriction as-to the drawing and
paying of warrants upon the Treas-
ury^hall not apply to officers of
tliMnfetional Guard of Texas, the
Niffimal Guard Reserve, the Offi-
cers’ Reserve Corps of the United
States, nor to enlisted men of the
National Guard, the National Guard
Reserve, and the Organized Reser-
ves of the United States, nor to re-
tired officers of the United "States
Army, Navy, and Marine Corps, and
retired warrant officers and retired
enlisted men of the United States
Arm?, Navy, and Marine Corps.” '
Sec. 3. That Section 40 of Ar-
ticle 16, of the Constitution of the
State of Texas be amended so'as
to read as'follows:
“Section 40. No lwrson, shall
hold or exercise at the same* time,
more than one Civil Office of em-
olument, except that of Justice of
Peace, County Commissioner, ■ No-
tary Public and Postmaster, Offi-
cer of the National G'-ard, the Na-
tional Guard Reserve, and the Offi-
cers Reserve Corps of the Unitedi
States and enlisted men of the Na-
tional Guard, the National Guard(
Reserve, and the Organized Reser-
ves of the United States, and re-
tired officers of the United States
Army, NaVy, and Marine Cotps, and
retired warrant officers, and retir-
ed enlisted men of the -United Stat-
es Army, Navy, and Marine Corps,
unless otherwise specially provided
herein. Provided, that nothing in
this Constitution shall be construed
to prohibit an office* or enlisted
man of the National Guqrd, and the
National Guard Reserve, or an offi-
cer in the Officers Reserve Corps

Section 1. That • Section- 14 of
Article 8 of the Constitution o( Tex-
as be amended so as to hereafter
read as follows:
“Section 14. There shall be elect-
ed by the qualified electors Of each
county at the same time and under
the same law regulating the elec-
tion of State and County officers,
an. Assessor and.Collqctor of Taxes,'
who shall hold his office for two
(2) years and until his successor, is
elected and qualified; and such
Assessor and Collector of Taxes
Shall perforn^jtll the duties with
respect tp assessing property for
the purpose of taxation and of col-
lecting taxes as may be prescribed
by the Legislature.”
Sec. 2. That Section 16, of Article
8, of the Constitution of Texas be
so amended as to hereafter read as
follows:
"Section 16. The sheriff of each
county in addition to his other
duties shall be_the Assessor and
Collector of Taxes therefor; but in
counties having ten thousand
(10,000) or more inhabitants, to be
determined by the -last preceding
- census of the United States, an
Assessor and Collector of Taxes
shall be elected to hold office for
two (2) years and until his succes-
sor shall be elected and qualified.”
Sec. 3- The foregoing Constitu-
tional amendment shall be submit-
ted to the qualified electors of the
State on the next general election
to be held on the first Tuesday after
the first Monday in Novembef, 1932.

' Section 1. That Article VI of the
Constitution of the State of Texas
be amended by adding thereto Sec-
tion ZaT, which shall‘read as follows:
"Sec. 3a. When an election Is
held by any county, or any number
of counties, or any' political sub,*
division of the State, or any politi-
cal sub-divisiop of- a county, or any
defined district now or hereafter to
be. described and defined within the
State and which may or may not in-
clude towns, villages or municipal
corporations, or any city, town or
village, for the purpose of issuing
bonds or otherwise lending credit,
or expending money or assuming
any debt, only qualified electors
who own taxable property, in tjjfe
State, county, political sub-division,
district, city, town or village, where
such election Is held, and who haVe
duly rendered the same for taxation
shall be qualified to vote and all
electors shall vote in the election
precinct of their residence.”
Sec. 2. The foregoing Constitu-
tional Amendment shall be submit-

marital vows, defendant admitted

of adultery with one Blanch Parker,
in Temple, Texas, during the year
1930; that he kept company
with another woman by the name
of Carla Suttop. und contributed to.
her support in San Antonio, Texas,
in Jan- and March 1931, and he
often • visited said woman in her
apartments in said. City, and that
defendant’s conduct towards and
treatment of plaintiff get erally was

to render their living together as

said marriage was three, minor
children, Gloria,:a girl 8 years, Wil-
liam Allen Archer, a boy 4 years;

ity property owned by them; that
during the marriage a chose of ac-
tion has accrued to them, in form
of a damage suit in the Dist. Court
of Bexar County., Texas,.’in the
94th Jud. Dist., suit" styled Mrs.
Mattie Lou F. Archer, et vfr. VS. Tv
E. Barnes et al No. B- 62209 on the
docket of said Court,- being a suit
for damages growing out of in-
vestment of plaintiffs'money and
property. Wherefore she prays that
defendant be cited, and that she
have a decree divorcing her from
defendant, for the exclusive care,
custody and control of their said
