follows, to wit:
PETITION AND ORGANIZATION
OF WATER CONTROL AND
IMPROVEMENT DISTRICT
THE STATE OP TEXAS
COUNTY OP SAN PATRICIO:
To the honorable State Board of
Water Engineers of Texas:
We, the undersigned holders of
titles to lands situated within the
territory hereinafter described by
metes and bounds, being more than
fifty (50) In number, acting pur-
suant to the provisions of Chapter
3A of Title 128, Vernon’s Texas
Civil Statutes, together with all
[amendments and additions thereto,
respectfully petition your Honorable
Body for the organization of a wa-
ter control **hnd Improvement dis-
trict, and would respectfully show
the following:
I.
The name .of said proposed dis-
trict shall be “SAN PATRICIO
COUNTY WATER CONTROL
AND IMPROVEMENT DISTRICT
NO. 1."
II.
Said district shall be organized
under the terms and provisions of
Article XVI, Section 59 of the Con-
stitution of Texas and said Chap-
ter 3A of Title 128, Vernon’s Texas
Civil Statutes, together with all
amendments and additions there-
to, including particularly Articles
7880-3 and 7880-Sa.
III.
Said district shall contain an
area of approximately 2,780, acres
of land, situated wholly within San
Patricio County, Texas, and des-
cribed by metes and bounds as fol-
lows:
BEGINNING at the southeast
corner of the T. T. Williamson Sur-
vey, Abstract No, 284, said south-
east corner being intersection with
mean low tide line on north shore
of. Corpus Christ) Bay;
THENCE in. a northerly direc-
tion along the east line of said T.
T. Williamson Survey, Abstract No,
284, same being the west line of the
T. T. Williamson Survey, Abstract
in the north line
Survey, Ab-
stract No. 318.
THENCE In a southerly direc-
tion along the west lino of said F.
C. Fischer Tract and continuing on
In a southerly direction along west
lines of tne E. Stark, A. Marriott
and R. A. Arnold Tracts to the-in-
tersection with line of tnean low
tide on the north shore of Nueces
Bay;
THENCE in a southerly direc-
tion along the mean low tide of
the meanders of Nueces Bay and
continuing on with mean low tide
meanders of Coft>us Christ) Bay to
intersection of same with the east
line of the T.T. Williamson Survey,
Abstract £84, same being the
southeast corner of said T. T. Wil-
liamson Survey, Abstract No. 284,
and place of BEGINNING.
Containing 2,780 acres more or
less.
IV.
There are more than fifty (50)
land owners within said proposed
district, and each of the undersign-
ed is the owner of title to land
therein.
V.
Said district shall be organized
for the purpose of;
(1) The control, storing, preser-
vation and distribution of its wat-
ers and flood waters, the waters
of its rivers and streams for irriga-
tion, power and other useful pur-
poses; .. f
(2) To control, abate and amend
any shortage or harmful excess of
waters and to protect, preserve,
and, when necessary, restore the
purity and sanitary condition of
water within the district;
(3) To provide, own,: maintain,
operate and control all works, fa-
cilities, plants and appliances, in
any, all, manners incident to, help-
ful or necessary to the collection,
transportation, processing, disposal
and control of all domestic, indus-
trial or communal wastes, whether
of fluids, solids or ;Compositos; and
(4) To gather, conduct, divert
and control local storm waters, or
other local harmful excesses of wa-
ter, the same to be awyWtlWii»he«l

chemical, means and processes, in-
cident. necessary or helpful to such
rains which
and for which there is now no ade-
quate means of drainage.

Bald proposed Improvements are
feasible, in that the terrain of the
territory to be included in the pro-
posed district is of such a nature
that a water system and a sanitary
sewer system can be constructed at
a reasonable cost; there are more
than 360 homes and business struc-
tures located within the territory
to be included within the ’proposed
dlstrlst, each occupied by one or
more persons who are interested in
adquiringj, an adequate water sup-
ply and sanitary sewer system for
their homes, and said territory is
being rapidly developed as a resi-
dential section and will continue so
to develope until the majority of
the territory located therein is used
and useful for home purposes.
IX.
A preliminary investigation has
been instituted to determine the cost
of the project and.it is now estimated
by those filing this petition, from
such information as they have at
this time, that the ultimate cost
of the development contemplated
will be approximately $250,000.00.
WHEREFORE, the undersigned
respectfully pray that this petition
be properly filed, as provided by
law, and that it be set'down for
hearing at a date to be fixed in
keeping with the provisions of said
Chapter 3A of Title 128 of Ver-
non’s Texas Civil Statutes, and
that notice of such hearing be giv-
en as provided therein, and that
such hearing be held and that this
petition be in all things granted,
and that said proposed water con-
trol and improvement district be
organized and five Directors there-
of be appointed to serve until their
successors are duly elected and
qualified,, and for such other or-
ders, acts, procedure and relief as
are proper and necessary and ap-
propriate for the purpose of organ- I
izing said district and to the < xe- ^

A copy of thl3. order, qr notice
containing the same, shall consti-
tute proper notice of such hearing,
and such notice shall be given by
the sheriff of San Patricio County,
Texas, by posting a copy thereof
on the bulletin board used for post-
ing legal notices at the Courthouse
door in San Patricio County, Texas,
at least fifteen days prior to the
date of such hearing, and shall
cause a copy thereof to be publish-
ed in a newspaper of general circu-
lation published in San Patricio
County, Texas, having a general
circulation in the area of the pro-
posed district once each week for
two consecutive weeks, the first
publication thereof to be at least
twenty days prior to the date of
the hearing.
It was moved by Engineer Prit-
chett and seconded by Engineer
Beckwith that the foregoing order
to be passed, and upon the ques-
tion’s being called it was unani-
mously passed, Engineers Pritchett
and Beckwith voting AYE; and no
one voting NO.

nant with the purposes fpr which
said district is organized.

There is necessity for the im-
provements. above described for the
reason that.the territory to be in-
cluded in said proposed district
Contains more than 351) homes and
business structures, is an urban
area, but no part thereof is located
within the limits of any incorpo-
rated city or town and the resi-
dents within said area are not sup-
plied with adequate sources of wa-
ter and there is not available an
adequate common sanitary sewer
system, and the health and welfare
of said inhabitants and the inhab-
itants of areas adjacent thereto re-
quire the acquisition and improve-
ment of an adequate water supply
system, and an adequate system of
sewage disposal. Further, the ter-
ritory within said district is now
